Role Summary
Alongside the Institute’s Advisory and Strategy and Partnerships divisions, the Policy and Politics division serves an important role for the Institute. The division generates analysis that shapes public debate, enhances the work of client governments, and supports partnerships which improve people’s lives. Our work is global in nature, but we also develop individual national strategies, including our flagship Future of Britain programme.
The Science & Technology Policy team develops radical, actionable policy solutions for how governments can foster R&D and innovation, accelerate technology adoption, and govern emerging technologies. In doing so, we help governments across the world harness the power of technology in effective and responsible ways.
The postholder will be responsible for conducting research and analysis in science and technology policy. They will formulate clear policy recommendations and, under supervision, be responsible for forming and managing stakeholder relationships and represent the organization externally across key policy areas.
Key Responsibilities
- Research, analysis and policy development
- Independently conduct research and analysis in one (or possible more) priority areas of the Science & Technology Policy team, including R&D, innovation ecosystems, AI, compute, the governance of emerging technologies, tech policy, cybersecurity
- Package, communicate, and advance these policy recommendations for external audiences accounting for specific political contexts
- Manage relationships with key partner organisations and use this external expertise to refine policy proposals
- Work to build consensus across partner organisations in support of key policy proposals and to raise TBI’s profile
- Project management
- Oversee day-to-day analyses, collaborations with analysts, etc.
- Provide regular updates to leadership
- Brief senior leaders on progress and timelines for delivery
A day of a TBI Policy Analyst is varied. Some of the things you can expect include:
- Desk research and analysis to write policy briefings, blogs, notes or longer reports
- Working with your colleagues in the Science & Technology Policy team on some 3-6-month projects to produce high-quality reports and recommendations
- Going for coffee with your connections in the government and tech scene to understand the hot political and policy topics
- Participating in or hosting seminars on science and tech policy issues
- Video-calling or visiting our Advisory teams in Africa, Middle East, Asia or the Americas to help them understand science and tech policy issues and hear how governments around the world are approaching the new challenges
Person Specification
We are looking for an enthusiastic and committed individual who:
- Has a master’s degree in a relevant field, or a bachelor’s degree in relevant field plus 2-3 years of work experience in technology, policy or consulting
- Can independently conduct qualitative or quantitative policy research and analysis
- Can analyse data, present information with clarity and accuracy, and formulate sound policy recommendations
- Has excellent writing skills and can develop written policy products, such as briefings and reports, at speed and to a high standard
- Has excellent oral communication skills and is comfortable with briefing senior colleagues and external stakeholders
- Has very good interpersonal and networking skills
- Has demonstrable project management and organisational skills
- Possesses a keen interest in technology, policy and current affairs
- Has ability to work flexibly and under pressure to adapt to changing approaches and situations ‘on the ground’
