Location: Beech Hurst, Andover (agile working possible)

Due to retirement, we are looking for an enthusiastic and motivated Licensing Manager to lead and develop the Council’s Licensing service at an exciting time of change and transformation. This is a key leadership role responsible for delivering an efficient licensing function across a varied and high profile portfolio including:

  • Hackney Carriage and private hire licensing
  • Alcohol and entertainment licensing
  • Gambling
  • Scrap metal
  • Miscellaneous other licensing regimes

Reporting to the Director of Legal and Democratic Services, you will act as the Council’s professional lead for licensing law and policy and will provide strategic and operational leadership to the licensing team. You will ensure lawful decision making and lead on policy development and committee reporting. You will oversee enforcement activity, investigations and prosecutions.

The role requires close working with internal colleagues such as Legal and Environmental Health and external partners including the police. The Council invests in its people’s learning and development and the post-holder will form part of the Council’s Senior Manager’s Forum, with regular leadership learning and exposure to the Council’s strategic decision and policy-making.
