We are seeking a Head of Resourcing & Development to lead our recruitment and training functions. After seven years of phenomenal growth and numerous awards, we are backed by a joint venture partnership between Legal & General PLC and NatWest Group Pension Trustee Limited. We are on course to significantly transform the later living experience in the UK with a commitment to expand our portfolio to 34 retirement villages, which equates to around 5,000 age-appropriate homes for retirees.
The Head of Resourcing & Development is responsible for shaping and driving the supply of competent and engaged colleagues to fulfil our workforce plan, in line with the business’ HR Strategy and Equality, Diversity & Inclusion ambitions. The Role:
- Developing and implementing a recruitment strategy that promotes a diverse talent pool, supports the organisation’s strategic direction in terms of workforce design, and enhances the organisation culture.
- Leading and managing the end-to-end recruitment process for central office and village recruitment, to attract and retain top talent across all levels of the organisation.
- Leading on Equality, Diversity & Inclusion (EDI) strategy, driving initiatives to promote a diverse and inclusive workplace.
- Championing a culture of equity, ensuring all employees have access to equal opportunities for growth, development, and career advancement.
- Planning and managing the recruitment budget and spending.
- Developing and executing a comprehensive Learning and Development (L&D) strategy that includes leadership development, technical skills enhancement, and career progression frameworks to produce high-performing teams throughout the business.
- Defining job-specific technical competencies for roles across the organisation, in collaboration with department heads, ensuring these competencies align with business needs and provide clarity for employee development.
- Defining manager and colleague behavioural competencies to ensure we manage and behave in a consistent and values-driven manner in the workplace, and with internal and external customers and stakeholders.
- Creating career development tools and resources (e.g., competency frameworks, skills assessments) that allow employees to map their progression within the organisation and identify gaps in skills.
- Implementing training programs tailored to both technical skills and soft skills, ensuring alignment with the company’s strategic objectives and individual career growth plans.
- Leading the organisation’s in-house coaching and mentoring program.
- Development of Training Needs Analysis for job families across all companies, ensuring training provision is relevant and useful and drives performance across the organisation.
- Review of Development Review templates and mechanisms, enabling effective succession and workforce planning.
- Leading the development of early-career pathways, including graduate schemes, apprenticeships, and internships, ensuring clear progression routes into permanent roles.
- Working closely with educational institutions, local communities, and apprenticeship providers to build a diverse talent pool and offer work-based learning opportunities.
Key Requirements:
- Experience in a senior HR or talent management role, with a proven track record in resourcing, talent development, EDI, and competency-based frameworks.
- Strong expertise in defining and implementing job-specific technical competencies across a variety of functions and roles.
- Demonstrated success in developing early-career talent initiatives, including apprenticeships and career progression pathways.
- In-depth knowledge of recruitment best practices and experience in implementing inclusive recruitment strategies.
- Proven experience in designing and managing learning and development programs that enhance both technical and soft skills.
- A solid understanding of how to integrate EDI principles into talent management practices and employee development.

- £50,000 to £60,000 per annum with a discretionary annual bonus of up to 10%
