The Driver and Vehicle Licensing Agency (DVLA), in partnership with Inspire People, is recruiting a Portfolio Manager with significant experience leading complex programmes and projects, shaping delivery roadmaps and pipelines, and applying portfolio management principles at scale. Based in Swansea on a permanent appointment, this role offers hybrid working (minimum 60% office-based in Swansea across a month) and a salary of £69,501 plus 29% employer pension contribution and excellent Civil Service benefits.
DVLA delivers secure, reliable and high-volume national motoring services supporting millions of drivers, vehicles and transactions across the UK. DVLA Digital is on a long-term transformation journey to modernise services, platforms and technology while maintaining public trust, safety and resilience.
As a Portfolio Manager you will:
- Lead a portfolio of programmes and projects aligned to DVLA's strategic objectives and government priorities
- Develop and manage short and long-term delivery roadmaps and pipelines
- Apply portfolio management principles to balance resources, budgets and delivery outcomes across competing initiatives
- Work with Senior Responsible Owners (SROs) and Executive stakeholders to define, prioritise and deliver value-driven change
- Establish and maintain portfolio governance frameworks and reporting aligned to best practice
- Manage interdependencies across digital, business and operational change initiatives
- Lead and develop a team of 20-30 project delivery professionals, with wider matrix responsibility across larger delivery teams
- Champion project delivery standards and support the development of DVLA's Portfolio Management capability
Essential skills for the Portfolio Manager include:
- Successful leadership and delivery of multiple or concurrent large programmes and/or projects in a complex, multi-team portfolio environment in line with DVLA's scale and requirements
- Experience developing and managing short and long-term delivery roadmaps and pipelines, applying portfolio management principles to deliver large-scale change
- Experience managing resources across organisational boundaries, including working with senior and Executive-level stakeholders
- Strong experience shaping and delivering complex change across digital, technology and/or business transformation environments
- Demonstrable experience contributing to project delivery best practice and capability development
Desirable skills for the Portfolio Manager include:
- Experience working within central government or highly regulated environments
- Knowledge of Government Project Delivery Capability Framework (PDCF)
- Experience delivering digital, data or technology-enabled transformation programmes
- Familiarity with HM Treasury Green Book or equivalent governance frameworks
