Liverpool City Council is seeking an experienced and strategically minded Procurement Business Partner to play a key role in shaping and delivering effective procurement across a diverse range of spend categories. About the Role

As a Procurement Business Partner in either the Corporate Services or City Development Procurement team, you will lead and manage strategic procurement activity across the designated area of spend, providing expert commercial guidance and working closely with stakeholders at all levels. You will help build and deliver a forward-looking sourcing pipeline, ensuring projects are completed on time, within budget, and aligned to the council’s wider objectives. This role blends strategic insight, relationship management, analytical capability and strong governance. You’ll be expected to challenge, influence and innovate – always with value for money, social value and compliance at the forefront.

Key Responsibilities

  • Lead on strategic procurement exercises across the Health Social Care category, developing effective sourcing strategies that support departmental and corporate objectives.
  • Develop and manage procurement pipelines, engaging with senior leaders, service areas and stakeholders to plan upcoming activity and ensure alignment to budget and timelines.
  • Provide high-quality commercial insight, analysing spend, supply markets, risks, opportunities, and the external environment to inform decision-making.
  • Build and maintain strong supplier relationships, enabling the council to leverage value, improve performance, and support a healthier, more sustainable local supplier market.
  • Drive value for money, identifying savings, efficiencies and innovative solutions that benefit services and residents.
  • Ensure robust project management across all procurement activity, including data analysis, opportunity assessment, strategy development and creation of evaluation models—fully aligned to Public Contract Regulations, Contract Standing Orders and CPU governance.
  • Support contract management where required, ensuring supplier performance and risk management remain strong throughout the contract lifecycle.
  • Champion social value, embedding wider social, economic and environmental benefits within procurement outcomes.
  • Maintain accurate reporting and data, contributing to savings tracking, KPI monitoring and continuous improvement across the Commercial Procurement Unit.
  • Act as an ambassador for Liverpool City Council, upholding their values, delivering excellent customer service, and promoting positive relationships internally and externally.
