Nacro is a national Social Justice Charity with more than 50 years' experience of changing lives, building stronger communities, and working with stakeholders towards reducing crime. Nacro delivers the Community Accommodation Support service (CAS) which is a national service across England and Wales. The service allows Courts to make greater use of bail by providing accommodation in the community with support for adult defendants who could not otherwise be bailed. CAS also provides support for adults released from Custody in the last three months of their sentence on Home Detention Curfew (HDC) and other Licence Orders.
Who are we looking for?
To be responsible for all property acquisition for each of Nacro's business streams; to include procurement, negotiating and concluding commercial lease terms; agreeing applicable financial incentives within set criteria; identifying, scheduling and inspection of required works for new properties; developing and maintaining positive and effective internal and external stakeholder and partner relationships within a designated patch or area; working to agreed delivery targets and timescales.
Duties and responsibilities include but are not limited to:
- Properties acquisition, property lease renewals, property hand backs.
- Responsible for developing and maintaining effective working relationships with Nacro's property partners which include investors, sourcing companies, managing agents and owners to identify and acquire suitable property in line with Nacro's leasing procedures for the delivery of Nacro's property procurement requirements across all business streams.
- Leasing on individual property lease negotiations to agree commercial terms to achieve best value for money for Nacro and meet contractual and growth targets in relation to property and bedspace numbers.
- Effective and appropriate use of available financial incentives to secure properties against contractual targets and timescales within delegated authority limits or securing senior manager approval, maintaining records in relation to incentives offered and paid.
What are we looking for?
- Ability to undertake property condition surveys including the identification of repairs, defects and remedial works required.
- Ability to assess the suitability of potential properties and locations for internal business streams, primarily for supported accommodation, both contracted and non-commissioned for a range of service user cohorts, as well as office and educational premises.
- A good understanding of the requirements for property compliance as defined in relevant legislation and regulatory frameworks, e.g. Health & Safety, energy efficiency legislation and other regulatory standards.
- An in-depth understanding of property lease agreement terms.
- Demonstrable experience of undertaking commercial negotiations in relation to property lease agreement terms to achieve best value for Nacro.
- Basic knowledge of HMO standards and requirements.
- Supported housing and letting experience and knowledge.
