Purpose of the Role

The primary purpose of this senior role is to lead and oversee compliance with the Building Safety Act 2022 across a portfolio of residential property assets. The position will ensure that all statutory obligations under the Act are discharged effectively and consistently, safeguarding client interests and maintaining the highest standards of building safety governance.

This role will act as the subject matter expert and escalation point for all Building Safety Act compliance matters, driving continuous improvement in processes, systems, and reporting. The successful candidate will work closely with the Building Safety Manager and Statutory Compliance Manager to ensure robust systems are maintained, certifications are accurate, and compliance risks are proactively managed.

The role demands exceptional leadership, analytical capability, and stakeholder management skills. The individual will work closely with the Statutory Compliance Manager to set strategic direction, and then ensure implementation of operational delivery, providing clear, timely communication to internal teams, clients, and external parties. They will champion data integrity, enforce deadlines, and produce high-quality reports for senior management and regulatory bodies.

Key Responsibilities

  • Leadership & Oversight
    • Provide leadership for all Building Safety Act compliance activities across the residential portfolio.
    • Manage and mentor a team responsible for delivering statutory obligations, ensuring clarity of roles, accountability, and performance.
    • Act as the senior escalation point for complex compliance queries and disputes.
  • Regulatory Compliance
    • Oversee the production and timely delivery of Landlord’s Certificates under the Building Safety Act (Leaseholder Protections) (England) Regulations 2022.
    • Ensure all statutory deadlines and obligations are met, mitigating risk of non-compliance and potential legal exposure.
    • Maintain expert knowledge of evolving legislation and proactively update internal policies and procedures.
  • Governance & Reporting
    • Own and manage the compliance programme tracker, ensuring accurate data capture and visibility of progress.
    • Produce detailed compliance reports, dashboards, and risk assessments for senior leadership and clients.
    • Monitor and report on KPIs, identifying trends and areas for improvement.
  • Stakeholder Engagement
    • Act as the primary liaison for high-level queries from leaseholders, legal representatives, and client stakeholders.
    • Communicate complex regulatory requirements in a clear, professional manner to non-technical audiences.
    • Build strong relationships with freeholders, managing agents, and statutory bodies to ensure collaborative compliance.
    • Develop and implement best-practice processes, ensuring scalability and adaptability as legislation evolves.
    • Drive automation and digital transformation initiatives to enhance efficiency and accuracy in compliance management.
    • Lead training and awareness programmes for internal teams and clients.

Knowledge, Skills, and Experience

  • Proven Leadership in Administration: Demonstrated experience in a senior administrative or executive support role, with the ability to manage complex compliance programmes and lead operational delivery.
  • Programme and Project Management Expertise: Strong organisational and time-management skills, with experience in coordinating multi-stakeholder projects. Formal project management experience is advantageous.
  • Team Leadership: Ability to supervise, mentor, and develop a small team, fostering accountability and high performance.
  • Property Sector Knowledge: Background in residential property management is desirable, with working knowledge of building safety and fire safety legislation highly advantageous.
  • Exceptional Communication Skills: Ability to communicate complex regulatory requirements clearly and confidently, both verbally and in writing, to diverse audiences including clients, legal representatives, and internal teams.
