Location:

Home working, attendance at the Cardiff office plus some travel across Cardiff, the Vale of Glamorgan and RCT to support department work.

Direct reports:

Project Supervisor, Project Officers, and Assistant Project Officers.

This project is maternity cover, fixed term from 3rd August 2026 – 31st August 2027

Job purpose:

  • To manage the Skills & Wellbeing department, consisting of a portfolio of projects that support the development of essential skills and wellbeing for adults with learning disabilities and other additional needs.
  • To manage a staff team of fourteen, empowering them to remove barriers to learning, volunteering and employment.
  • To ensure that projects run to a high standard and are in line with the guidelines of funders and the expectations of the organisation.
  • To work in close partnership with departments across the organisation to achieve positive outcomes.
  • To manage external partnerships which support project delivery.
  • To manage project budgets from multiple sources including grants, trust funds, donations and core organisation funds.
  • To oversee volunteering processes for community and employee volunteers.
  • To take an active role in securing funding for the department.

Key Duties:

Staff Management

  • To ensure that staff are carrying out their roles and responsibilities in relation to their projects and job descriptions.
  • To ensure that staff are providing a high-quality service that follows person centred practice.
  • To arrange regular staff supervision sessions and appraisals, following staff management guidelines.
  • To ensure that staff are up to date with mandatory training and are provided opportunities for continued professional development.
  • To manage staff attendance, for example sickness absence, time off in lieu, compassionate leave, in line with Innovate Trust’s attendance management policy.
  • To support staff with systems relevant to HR, payroll and finance such as timesheets, expenses forms and petty cash.
  • To appropriately challenge staff in instances of poor performance and provide targeted support to help them meet expected standards.
  • To closely follow HR procedures in relation to underperformance.
  • To provide pastoral care in relation to staff wellbeing, completing and updating staff risk assessments and wellbeing plans as needed.
  • To provide positive feedback to staff regarding strong performance.
  • To encourage joint working amongst the team and with other internal departments.
  • To provide guidance and advice regarding participant support.
  • To provide clear structure and tailored support to members of staff with a learning disability.

    Project Management

  • To oversee the planning and delivery of a varied portfolio of projects which includes but is not limited to supported volunteering, educational opportunities including both accredited and non-accredited training, development of inclusive digital platforms, wellbeing in nature activities, supported work experience and employment services, and research projects.
  • To Ensure the team has the appropriate processes and systems in place to effectively contribute to the agreed objectives and performance targets of each project.
  • To work closely with the Project Supervisor to monitor project progress and KPIs.
  • To be the main point of contact for funders and ensure that the objectives of the projects are being met.
  • To oversee a marketing plan for the projects which considers the publicity requirements of funders.
  • To complete reports for project funders within set deadlines and provide project updates to Innovate Trust Senior Management as requested.
  • To periodically attend project activities to maintain a good understanding of the day to day running of the projects and enable effective support and guidance for the team.
  • To oversee effective Health and Safety measures within the department.
  • To oversee processes for volunteer recruitment, support and retention

    Partnership Working

  • To maintain core project partnerships, demonstrating good communication and reviewing the partnerships at regular intervals.
  • To address issues with partnerships as they arise, involving relevant Project Officers.
  • To work in partnership with our sister charity Skills and Volunteering Cymru.
  • To work in partnership with internal departments, supporting staff members to do the same, seeking to link services which are complementary to one another in order to offer participants opportunities to develop.
  • To take a strategic view of partnership working, proposing joint initiatives which meet the targets and objectives of more than one funder.
  • To work with host organisation Youth Cymru in the provision of Agored Cymru units.

Funding Responsibilities

  • To actively seek out funding for the department through funding networks and platforms.
  • To contribute to funding applications as requested by your manager or the Funding Manager.
  • To facilitate consultation events and gather data to support funding applications.
  • To maintain strong relationships with all project funders with a view to securing future continued funding.

    Administration Tasks

  • To maintain clear structures and processes which allow for accurate record keeping and reporting.
  • To oversee Customer Relation Management (CRM) systems linked to specific projects and support Project Officers to use these systems.
  • To ensure that any accredited training delivered within the department meets the standards specified by the awarding body e.g. Agored Cymru, Carbon Literacy Project.
  • To be responsible for project budgets and assist the Finance Department as needed.
  • To keep up to date with the latest research and new developments in the health and social care sector, disseminating useful information to project staff.
  • To collate reports for funders and the senior management team.
  • To ensure the team comply at all times with the terms and conditions of funders.

  • To thoroughly understand funding applications, targets, budgets and reporting procedures.
  • To respect and maintain the confidentiality of information for participants, staff, volunteers and the organisation.
  • To lead on the overall development of the department, promoting a positive image of the projects, participants, funders and Innovate Trust.

  • Maintain confidentiality of information in line with GDPR legislation and Innovate Trust’s policies and procedures.
  • Contribute to internal and external monitoring, review and audit processes.
  • Comply with legislation and Innovate Trust’s policies and procedures, including Health and Safety, Equality and Diversity, and Safeguarding, reporting any concerns to your line manager or a senior manager without delay.

  • Keep up to date with organisational changes, new initiatives, policies and procedures and any external relevant legislation / regulations / guidelines.
  • Access and manage your online profiles, ensuring they are up to date in terms of contact details, annual leave and document e-signatures.
