The Role

As a Lead Product Manager, you will:

  • Lead the strategy and delivery of complex, high-impact digital services for public sector clients.
  • Translate user research, organisational needs, and service requirements into clear product strategies, roadmaps, and delivery plans.
  • Operate across multi-disciplinary teams to ensure products meet user needs, deliver measurable value, and align with policy, regulatory, and organisational objectives.
  • Influence senior stakeholders and clients, guiding decisions about priorities, trade-offs, and risk.
  • Coach, mentor, and line manage other Product Managers, helping continually improve our product community of practice.
  • Champion best practices in product management, user-centred design, and agile delivery within your teams and across the organisation.

Strategic & Product Leadership

  • Own the product strategy for complex public sector services, balancing user needs, policy requirements, and organisational constraints.
  • Shape roadmaps, backlogs, and release plans that reflect user insight, feasibility, value, and risk.
  • Provide senior-level consultancy to clients, helping them make evidence-based decisions about service priorities and outcomes.
  • Lead impactful, high-profile engagements, ensuring delivery is reliable, transparent, and outcomes-focused.

Team & Community Leadership

  • Lead and grow our product practice through recruitment, mentoring, and coaching.
  • Support line management of other Product Managers and Senior Product Managers.
  • Share expertise to inspire best practice in the wider organisation and strengthen our product community.

Delivery & Governance

  • Ensure products comply with standards, frameworks, and legislation relevant to public sector services (including GDS Service Standard, accessibility, security, responsible AI).
  • Collaborate with Delivery Managers, engineers, designers, and data specialists to deliver high-quality, user-centred digital services.
  • Monitor and report on product performance, KPIs, and benefits realisation, ensuring outcomes are measurable and meaningful.

Requirements

Essential Skills & Experience

  • Proven experience delivering bespoke digital services in the public sector (to GDS standards) or regulated environments.
  • Experience leading multi-disciplinary teams in complex, innovative product or service delivery.
  • Applying agile and user-centred design practices in multi-stakeholder contexts.
  • Engaging with senior stakeholders, influencing decision-making, and balancing competing priorities.
  • Coaching, mentoring, and developing other Product Managers or practitioners.
  • Exposure to government frameworks, standards, and governance models.

Desirable Skills & Experience

  • Understanding of cloud technologies, DevOps practices, or modern software engineering.
  • Experience in responsible AI, data-intensive product development, or highly secure/regulated services.
