Wilmslow, Cheshire; Belfast; Cardiff; Edinburgh; London – Hybrid. Up to 12‑month fixed‑term contract. Full time or part time. Salary: £57,815 – £65,021 per annum, with potential progression to £73,211.

Job Summary

An experienced Product Manager will lead the development of our Microsoft Dynamics 365 platform and shape how we deliver scalable digital services. Responsibilities include delivering end‑to‑end Dynamics 365 implementations, configuring Dataverse, Power Automate and Copilot, and owning the product roadmap.

Key Responsibilities

  • Contribute early in the lifecycle of a new product as a key influencer and decision maker.
  • Develop knowledge of user needs and business goals to frame problems and set priorities for delivery teams.
  • Design solution architecture related to the product(s), working with the ICO’s architectural principles and the DDaT architecture directorate.
  • Collaborate and consult with stakeholders to ensure product decisions are aligned with both Product and DDaT strategies.
  • Manage the product roadmap and backlog, ensuring effective management of the delivery pipeline.
  • Manage third‑party support or development partners where applicable.
  • Guide the organization to make appropriate product decisions by recommending reuse, sustainability and scalability.
  • Manage the operational process of running a product.
  • Use product management principles and approaches to capture user needs and translate them into deliverables.
  • Define the minimum viable product (MVP) and write user stories and acceptance criteria.
  • Work within constraints – technology, policy, regulatory, financial and legal – ensuring compliance by adapting the product where needed.
  • Ensure conformity to best practice and standards, including Technology code of practice and GDS design standards.
  • Understand ICO users and customers, identify their needs, and translate user stories into design approaches.
  • Ensure accessibility guidelines, standards, laws and regulations are explored and adhered to so that new or existing products can be used by everyone.
  • Be accountable for one or more products and their associated sub‑parts as agreed by management.

Essential Criteria (Application)

  • Experience relevant to the role, including academic or vocational qualifications or experience.
  • Experience of working with delivery teams to develop new products from inception, including end‑to‑end Dynamics 365 implementation.
  • Experience of understanding business strategy and translating it into capability and technology strategy at the product level.
  • Experience managing the relationship with third‑party support or development partners.

Essential Criteria (Interview)

  • Experience of working with delivery teams to develop new products from inception, including end‑to‑end Dynamics 365 implementation.
  • Experience managing the relationship with third‑party support or development partners.
  • Ability to deal with complexity and ambiguity, creative problem solving and developing innovative solutions.
  • Understanding of wider DDaT profession and practices and their impact on product ownership, including IT delivery methodologies such as Agile.
  • Knowledge of the public sector and regulatory environment, or clear appreciation of specific complexities and how they would influence the role.
