Salary and Progression: £57,815 – £65,021 per annum, with potential progression to £73,211 under our pay progression scheme.
Location: Hybrid. Contracted to Wilmslow, London, Edinburgh, Cardiff or Belfast. Relocating to Manchester city centre from 28 September 2026. Contracted office: Circle Square, Manchester.

Job Summary: The ICO’s communications department tells stories that explain the law and influence behaviour. The Digital, Social and Creative Content Manager plays a central role in engaging the public across digital channels, leading campaigns, and enhancing the ICO’s online presence.
Key Responsibilities:
- Lead the delivery of the final year of the social media strategy, ensuring objectives are met and content pillars adhered to.
- Provide overall editorial responsibility for all digital channels, including the website, owned social media, and newsletters.
- Lead and motivate a team of nine, including web content, graphic design and social media, and a speechwriter.
- Expand the ICO’s reach with segmented audiences, deepen engagement, and build audience understanding.
- Collaborate with the Head of Media and News Manager to lead the integrated Media Team.
- Drive innovation through experimentation and analysis of new platforms and tactics.
- Act as a key member of the Communications Directorate’s Senior Management Team, deputising for the Head of Media when required.
- Scan the modern communications landscape to identify risks to the ICO’s reputation and manage mitigation with senior managers.
- Lead analysis of social media performance and audience insight in partnership with Insight and Evaluation.
- Achieve ROI by managing resources, maximising existing assets, and upholding high procurement standards.
- Support colleagues' digital skills development and promote a digital‑first culture.
- Build and maintain effective working relationships across the organisation and external bodies.
- Help develop the ICO’s external identity, tone of voice, and messaging.
Essential Criteria – Application Stage:
- Extensive experience across PR, digital, media and social media.
- Proven record of producing digital and creative content, marketing and campaigns, including SEO and information architecture.
- Track record of delivering proactive communication strategies within a national service.
- Leadership skills and ability to champion a digital‑first culture.
- Inspiration for innovation and advancement of team technological skills.
- Deep knowledge of modern communication methods, especially digital and social media.
- High standard and experience across content types – writing, photography, video, and design collaboration.
Essential Criteria – Interview:
- Experience gaining confidence of and influencing senior stakeholders at CEO/Secretary of State/Ministerial level.
- Strong analytical skills, data interpretation, and commitment to continual improvement.
- Ability to work under pressure and manage multiple priorities.
- Sharp judgment, political savvy, and strong communications.
