The Infected Blood Compensation Authority (IBCA) seeks a passionate, highly analytical and detail-oriented intelligence analyst who can contribute to the business intelligence capabilities of IBCA, driving better transparency and decision making in the interest of victims of infected blood.

IBCA is responsible for delivering a compensation scheme that has been long awaited by the infected blood community to provide financial compensation to victims of infected blood on a UK-wide basis. It is critical to get this right and act fast which will rely on delivering high quality intelligence and performance assessment to create understanding and give perspective that will help IBCA meet its objectives and solve problems along the way.

The postholder will analyse complex data to produce timely, accurate and accessible operational management information and analysis to support forecasting, external statistics, managing fraud and assessing performance and efficiency so those infected are at the heart of policy and decision making in IBCA.

As an Intelligence Analyst, you will be a part of an intelligence team building dashboards and producing statistics, driving the delivery of operational insights that will inform the Executive Committee, policy and operational leads, other IBCA functions and across the UK government about how we get it right for the infected blood community.

You’ll build a close relationship with and understanding of IBCA business areas, in order to ensure that analysis and reporting is accurate and informative and supports this challenging and critical work – and work closely across IBCA to understand evolving requirements and ensure business intelligence products are delivered in a timely manner and meeting their requirements, playing a critical role in the introduction of new reports and dashboards.

You will unpack data from across the organisation to tackle challenges IBCA will face including operational efficiency, forecasting, fraud mitigation & detection and more – as well as developing insights and confidently communicating these to stakeholders in ways that they connect best with.

We are looking for a highly motivated individual with a drive for social impact to join the advanced analytics and intelligence team in its early stages and hit the ground running, quickly getting to grips with the technical detail to improve the transparency and performance of the service.

Responsibilities

  • Provide business intelligence insight including responding to ad-hoc data requests and FOI requests.
  • Disseminate business intelligence including creating and maintenance of data reports, publications and dashboards that are shared across IBCA and external to HM Treasury and Cabinet Office.
  • Work with internal and external stakeholders to understand data needs and enhance data quality.
  • Continuous improvement – Stay up to date with BI technologies and best practices.

Person specification

You will have excellent analytical and problem-solving skills, with the ability to interpret complex datasets from multiple data sources to produce accurate, timely and actionable insights. You will be capable of designing and building interactive dashboards and automated reports to provide real time reporting and visualisation to stakeholders. With excellent communication skills you will present complex findings clearly and persuasively to both technical and non-technical audiences, while working closely with teams across the organisation to understand data needs and enhance data quality.

Essential

  • Analytical & Critical Thinking – Strong ability to synthesise complex information, identify patterns, and deliver clear, logical insights. Skilled in problem-solving through creativity, research, and resourcefulness.
  • Technical & Data Expertise – High competence in using tools for analysis, visualisation and reporting. Proficient in SQL and experienced with at least one dashboarding tool such as Tableau, Power BI, and Google Looker. Adept at working with large datasets, data warehousing, and ensuring data quality and integrity.
  • Reporting & Insights Delivery – Can demonstrate experience in producing MI reports, dashboards, and data-driven analyses that support business decisions and meet customer requirements.

Desirable

  • Excellent communication skills – Excellent verbal and written communication skills to explain findings to both technical and non-technical audiences.
  • Experience of statistics – Experience with statistical modelling and forecasting techniques.
  • Familiarity of programming languages – Familiarity with languages like Python or R for data manipulation and advanced analytics.
