The Infected Blood Compensation Authority (IBCA) is a new arm's-length body set up at unprecedented pace to administer compensation to people whose lives have been impacted by the infected blood scandal. IBCA will ensure payment is made in recognition of the wrongs experienced by those who have been infected by HIV, Hepatitis B or C, as well as those who love and care for them. They have been frustrated and distressed by the delays in achieving proper recognition, and we must help put this right. We are committed to putting the infected and affected blood community at the centre of every decision we make and every step we take to build our organisation to deliver compensation payments. IBCA employees will be public servants. If successful in this role you will be appointed directly into IBCA, on IBCA terms and conditions as a public servant. Successful applicants will join the Civil Service Pension Scheme. Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA's work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.

The Communications and Engagement team sits at the heart of IBCA to ensure we explain the new compensation scheme with clarity, simplicity and effectiveness. We need the community affected by the infected blood scandal to be kept updated on our work to build a secure and efficient system to process and pay compensation.

As an Events Production Manager (SEO) you will lead the planning, strategy and delivery of high-profile internal and external events that support IBCA's mission. You will oversee complex stakeholder engagement activity, including forums with people impacted by the infected blood scandal, advisory board meetings, national community engagement sessions and senior leadership events. You will shape our event strategy and ensure trauma-informed practice, accessibility and consistency across all engagement activity.

Responsibilities
  • Develop and own the IBCA Events and Engagement Strategy, aligned to organisational priorities
  • Responsible for end-to-end event production from concept to evaluation
  • Lead programme of events including roundtables, speaking opportunities, internal conferences, campaigning/awareness activity and digital delivery
  • Manage supplier relationships including procurement, contracts, budgets and venues
  • Generate creative, insight-driven ideas using latest event technologies
  • Provide expert advice on event display, tone, technical delivery and audience experience
  • Develop and lead evaluation and reporting based on GCS Impact and Insight framework
  • Ensure event content aligns with trauma-informed language, accessibility standards and communication principles
  • Line-manage, coach and develop HEO team members
  • Work closely with Content Design, Engagement, Strategic Comms and Service Design to translate insight into action and improve user experience
Qualifications and Experience
  • Proven event management experience in a complex, sensitive or public sector context
  • Experience delivering large-scale and high-profile events
  • Strong stakeholder and supplier management skills
  • Demonstrable understanding of trauma-informed and psychologically safe delivery
  • Excellent communication skills and ability to influence at pace
  • Strong leadership, coaching and people-development capability
