The Estates Manager is a critical leadership role within the Infected Blood Compensation Authority's (IBCA) Commercial department. You will be responsible for the strategic and operational delivery of all Hard and Soft Facilities Management (FM) services across the IBCA's multi-site estate, focusing immediately on key locations in Glasgow and Newcastle. A crucial initial focus will be to lead and successfully execute imminent office relocation projects in both sites, ensuring statutory compliance, value for money, and seamless business continuity.

This role requires expert commercial acumen, project management skills, and demonstrable experience in managing large FM contracts and budgets within a sensitive public sector environment, reporting to the Grade 6 Head of Estates and Facilities Management.

Responsibilities
  • Lead and manage all aspects of imminent office moves in the Newcastle and Glasgow sites, including planning, scheduling, budget control, and coordination of all relevant contractors (e.g., removals, IT, fit-out).
  • Act as the intelligent client for all property-related projects, ensuring all works are delivered on time, within budget, and to the required regulatory and business standards.
  • Contribute to the IBCA's longer-term Estates Strategy, providing expert advice on space planning, utilisation, futureproofing, and sustainability (Net Zero targets).
  • Oversee the day-to-day delivery of all hard and soft FM services (e.g., building maintenance, mechanical and electrical, cleaning, security, catering, waste management, mail) across the multi-site estate.
  • Ensure all IBCA premises are fully compliant with statutory and regulatory requirements, including Health & Safety (H&S), fire safety, disability access, and building regulations.
  • Manage the allocation and utilisation of office space efficiently to meet operational needs, including overseeing desk booking systems and hybrid working arrangements.
  • Respond as the senior escalation point for urgent facilities issues and business continuity incidents.
  • Manage the performance of key outsourced FM service providers and contractors, ensuring agreed Service Level Agreements (SLAs) and Key Performance Indicators (KPIs) are consistently met, and services represent optimal value for money.
  • Take responsibility for significant delegated budgets, providing accurate forecasting, managing expenditure, and seeking opportunities for cost efficiency.
  • Lead minor procurement exercises, drafting specifications, evaluating tenders, and negotiating contracts for facilities-related goods and services.
  • Report regularly to the Grade 6 Head of Estates and the Deputy Director Commercial and Estates, providing clear, concise updates on operational status, risks (including asset register maintenance), and performance.
  • Build and maintain strong, collaborative relationships with all internal stakeholders (e.g., IT, Security, HR, Finance) and external partners (e.g., landlords, contractors, and local authorities).
  • Embed the IBCA’s core principles (Integrity, Compassion, Candour, Transparency, Fairness, Efficiency, Propriety) into the delivery of all FM services, ensuring a trauma-informed approach to the physical environment.
  • Develop and implement sustainability initiatives (energy efficiency, waste reduction, water management, etc) to improve the organisation's ESG performance.
  • Coordinate with all stakeholders, partners and suppliers to promote and integrate sustainable practices into our organisation and to report on sustainability outcomes.
  • Educate IBCA staff on sustainable practices and develop and deliver training sessions to promote awareness and any new practices.
  • Report on sustainability performance and implement improvements.
Qualifications
  • Facilities Management Expertise: Significant experience operating as a Facilities Manager for a multi-site public or private sector organisation, covering both hard and soft services.
  • Project Management: Proven ability to lead and deliver complex, time-critical projects, particularly office relocation/site exit and entry projects, ensuring minimal disruption to business operations.
  • Commercial & Financial Acumen: Demonstrable experience in managing high-value FM contracts, leading negotiations, managing large budgets, and achieving commercial efficiencies (Value for Money).
  • Compliance and H&S: Detailed working knowledge of UK Health & Safety legislation (e.g., CDM, Fire Safety, Asbestos) and statutory compliance requirements for property management.
  • Sustainable Estates Management: Evidence of leading and embedding sustainability strategies (e.g., Net Zero, energy efficiency) across a multi-site estate, utilising data to drive measurable performance improvements and compliance with environmental standards.
Desirable Qualifications
  • A professional qualification in Facilities Management (e.g., BIFM/IWFM Level 4 or higher).
  • A recognised Health & Safety qualification (e.g., NEBOSH or IOSH).
