Overview
The Infected Blood Compensation Authority (IBCA) is a recently established organisation which has been set up to pay compensation to those who have been infected and affected by the infected blood scandal. The IBCA Data Governance team sits within the wider Data Directorate, and is staffed by leads for Data Protection, Knowledge and Information Management (KIM), and Information Rights and Disclosure Operations. The successful candidate will be appointed as a Knowledge and Information Manager, working primarily within the Knowledge and Information Management (KIM) strand. The three strands will collaborate to provide effective data governance for IBCA, with an expectation that work will also flow between the strands as circumstances and business needs require. Reporting to the Senior Knowledge and Information Manager, the postholder will support the development of the Knowledge and Information Management capability at IBCA and manage the daily operations of the KIM service.
Responsibilities
- Creating, reviewing and updating internal Knowledge and Information Management guidance, processes and Standard Operating Procedures (SOPs).
- Providing KIM administration services, including managing requests for new shared libraries, access provision across IBCA holdings, permissions assistance and review, search and retrieval of records.
- Supporting the implementation of IBCA\\\βs retention and disposition schedule, monitoring organisational compliance and assisting with the processes of acquisition and disposal.
- Supporting the implementation of IBCA\\\βs organisational compliance framework, working with the Senior Knowledge and Information Manager to establish and manage a KIM network and embed good practice across the organisation.
- Supporting the migration of IBCA\\\βs electronic document and records management system (EDRMS) to a new platform, including collating requirements, supporting business readiness activity and representing IBCA KIM in stakeholder meetings.
- Creating and delivering effective communications on KIM matters for internal and external distribution, across various channels and organisational stakeholders.
- Being agile to business requirements, contributing to wider data governance workstreams to support information rights disclosures and data protection compliance.
Requirements / Qualifications
- Experience in a Knowledge and Information Management team or related discipline, with a track record of delivering KIM services.
- Experience supporting the implementation of KIM strategy, policy or procedure.
- Experience applying understanding of information legislation and regulations (e.g., Public Records Act, Data Protection Act, Freedom of Information Act).
- Experience creating and delivering high-quality communications and documentation.
- Ability to network effectively across teams to implement standardisation, embed good practice and identify differing requirements.
- Technical knowledge and skills:
- Excellent understanding and practice of Admin services for electronic document and records management systems and collaboration tools (e.g., Microsoft SharePoint, Teams).
- Attention to detail across multiple systems and data holdings.
- Ability to provide clear, practical advice on complex information management requirements to a wide range of stakeholders.
- Proven ability to deliver multiple, complex tasks simultaneously and prioritise to meet deadlines.
Working patterns and security
- A minimum of 60% of working time should be spent at the principal workplace; attendance at other locations may be required for official business.
- Baseline clearance is required; willingness to undergo SC clearance if needed.
- This role is full-time only; alternative patterns may be acceptable subject to vacancy holder discussion.
- Security: Successful candidates must undergo a criminal record check and baseline personnel security checks where applicable.
Visa and sponsorship
- Recent changes in skilled worker visa eligibility require a job offer in an eligible skilled occupation from a Home Office-approved sponsor. From 22 July 2025, roles must normally be skilled to level 6 or equivalent, or listed on the Immigration Salary List or Temporary Shortage List. If the role is not eligible for a skilled worker visa, sponsorship will not be provided.
Salary and benefits
- Salary: Β£38,105 per annum.
- IBCA premium allowance of 7.5% of the spot rate after probation; non-pensionable and non-contractual.
- Civil Service Pension with employer contribution of 28.97% plus IBCA contribution to the Civil Service Defined Benefit Pension scheme.
