The Finance Manager is responsible for end‑to‑end financial governance, control, and assurance of the TfL Proteus Contract. The role ensures that Charges, invoicing, financial reporting, cost transparency, profitability controls, and audit readiness are managed in full compliance with TfL contractual requirements, while safeguarding Indra's financial position and value recovery. This is a hands‑on programme finance leadership role, operating within an open‑book, highly regulated public‑sector contract.

Key duties include:

  • Accountable for the financial integrity of the Proteus Contract across its full lifecycle.
  • Own and manage the financial governance, ensuring compliance with the contractual requirements.
  • Oversee open‑book accounting principles, financial reporting, and audits, ensuring transparency with the client.
  • Maintain full oversight of Service Charges, Costed Options, Variations, Milestone Payments, Delay Payments, and Service Credits.
  • Act as the primary financial interface with TfL Commercial and Finance teams.
  • Support programme leadership with accurate financial forecasting, cashflow planning, and margin control.
  • Ensure that all Changes and Variations are correctly priced, modelled, and reflected in accordance with the Variation Procedure.
  • Lead financial inputs to Change and Variation discussions, ensuring cost transparency, justifiable assumptions and protection of Target Percentage Margin.
  • Ensure CPI adjustments, inflation updates, and allowable assumptions are correctly applied and evidenced.
  • Oversee the monthly Application for invoicing Payment process.
  • Manage and resolve invoice queries, disputes, and reconciliations with TfL.
  • Ensure timely cash collection and robust receivables management.
  • Lead compliance with Value for Money (VfM) and Benchmarking requirements and ensure VfM considerations are embedded into decision‑making across the programme.
  • Lead and develop the finance team, ensuring clear accountability across reporting, payables, receivables and financial analysis.
  • Provide clear, confident financial advice to senior stakeholders, balancing compliance with commercial pragmatism.

Requirements:

  • Bachelor's degree in finance, Accounting, Economics, or a related discipline.
  • Professionally qualified accountant (e.g. ACA, ACCA, CIMA, CPA or equivalent).
  • Extensive experience in senior finance or commercial finance roles within large, complex contracts.
  • Proven experience managing public‑sector, open‑book, regulated service contracts.
  • Strong background in contract financial management, cost transparency and financial modelling and forecasting.
  • Experience supporting Change and Variation pricing in long‑term service contracts.
  • Hands‑on experience dealing with client audits and financial assurance.
  • Deep understanding of contract‑based financial models and pricing mechanisms.
  • Strong analytical capability to interpret cost drivers, margin impacts, and risk exposure.
  • Excellent stakeholder management and negotiation skills.
  • High attention to detail with strong financial governance discipline.
  • Ability to operate confidently in a high‑scrutiny client environment.
