As Indra continues its growth in the UK, we are strengthening our commercial capability to support the long‑term delivery of the Proteus Contract with Transport for London (TfL).

Role Overview

The Contract Commercial Manager (formally titled Contractor Contract Manager – CCM under the Proteus Contract) is the Contractor's senior commercial and contractual authority and a Key Personnel role. The role holds overall accountability for the commercial management of the Proteus Contract, ensuring full compliance with contractual obligations, effective commercial governance, financial control and value for money across the entire contract lifecycle, including Entry, steady‑state service delivery, Variations and Exit. The Contract Commercial Manager is authorised to bind the Contractor under the Contract and acts as the primary commercial interface with TfL.

Key Duties Include

  • Overall commercial and contractual management of the Proteus Contract on behalf of the Contractor
  • Acting as the formally appointed Contractor Contract Manager (CCM) with authority to issue confirmations, instructions, elections and decisions binding the Contractor
  • Leading commercial governance activities, including participation in Contract Management Meetings and Commercial Review Meetings with TfL
  • Providing commercial leadership during Entry and Service Transition, ensuring contractual readiness, milestone compliance and assurance support
  • Owning and overseeing the Variation process, including Contractor Proposals, Pricing, cost recovery and profit management and demonstration of value for money to TfL
  • Managing and overseeing commercial support resources, including Variation and commercial support roles
  • Ensuring compliant commercial management of Sub‑contracts
  • Maintenance of the Contract Register
  • Ensuring all subcontracting activities fully comply with TfL contractual requirements, policies and governance obligations
  • Commercial risk control and escalation
  • Building and maintaining strong relationships with subcontractors and the wider supply chain to support effective delivery and collaboration
  • Leading commercial negotiations with subcontractors and supply chain partners, including supporting and leading tendering and bid processes for subcontracted services
  • Working closely with Finance, Legal, Procurement, Risk and Programme teams to ensure integrated commercial decision‑making
  • Managing commercial risk exposure and supporting the Contract Risk Management framework
  • Supporting dispute avoidance and resolution through early commercial engagement and sound contractual interpretation
  • Providing commercial input to performance management, assurance activities and audits as required by TfL
  • Supporting Exit and hand‑back activities to ensure all commercial obligations are discharged in accordance with the Contract

Requirements

  • Extensive experience in senior contract and commercial management within complex, long‑term service or infrastructure contracts
  • Strong understanding of UK public‑sector contracting, ideally within transport, infrastructure or regulated environments
  • Proven experience managing contract variations, pricing models, cost control and commercial governance
  • Experience working with complex supply chains and multi‑disciplinary delivery organisations
  • Strong stakeholder‑management and negotiation skills, with the ability to engage effectively with senior client representatives
  • Ability to interpret and apply complex contractual frameworks with sound commercial judgement

Skills Requirement

  • Bachelor's degree in Law, Engineering, Information Management, or a related discipline
  • Excellent communication and commercial negotiation skills
  • Strong analytical capability and confident decision‑making under pressure
  • High levels of professionalism, integrity and accountability
  • Ability to manage competing priorities while maintaining contractual compliance
  • Proactive, pragmatic and solutions‑focused approach to commercial challenges
