The Base Data Manager oversees the activities of the data management group and the development of supporting software, ensuring effective delivery across all data management functions. This role is responsible for interpreting, executing and, where necessary, recommending improvements to relevant procedures, as well as resolving configuration and data management issues between programme management and customer requirements. The position also coordinates activities to support configuration audits and contractual deliverables in collaboration with programme teams, while ensuring that team performance aligns with defined company processes within the QMS, updating these where required. Operating under general supervision and direction, the role involves regular exercise of discretion and significant decision‑making authority.
Key duties include:
- Performs all the duties related to the technical direction of the personnel in the group.
- Approves configuration data management plans and software development plans in accordance with contract requirements and QMS.
- Ensures the accuracy and delivery of configuration data in support of all programs within the group.
- Has responsibility for all cost and technical proposals, for the disciplines within the group, for all new business pursuits.
- Ensures configuration audits are coordinated with program management and customers and is compliant with the contract.
- Establishes and maintains status records of configuration changes.
- Performs other managerial functions including determining staffing, tool requirements, and budgets for the group.
- Trains subordinates in configuration data management practices and procedures.
- Sets performance standards, conducts performance evaluations and salary reviews, and manages hiring, discipline, recognition and termination of group personnel.
- Establishes work goals and allocates resources.
- Motivates, delegates, coaches and trains subordinates.
- Ensures that data item requirements are tracked on development projects and that a status is maintained on customer comments to data items.
- Also ensures that a schedule of data item deliveries is maintained, along with metrics on overall project performance to data item delivery requirements.
- Oversees the central files operation for the company, which includes archiving and copying of drawings upon request.
- Approves all internal audit reports and corresponding action items.
- Ensures that all corrective and preventive actions adequately resolve the identified issue(s).
Skills knowledge and experience:
Essential:
- Database Design, SQL and Technical Solution Design and Development experience.
- Extensive experience of Software Development.
- Proven track record of leading and managing a technical team.
- Proven track record of customer engagement and requirement management.
- Ability to lead and control projects to agree timescales and budget.
Education and qualifications:
Essential:
- Degree Level educated or equivalent.
Desirable:
- Degree in Engineering discipline or equivalent.
