Role Overview

As a Commercial Officer within the Commercial Function, the successful candidate will be responsible for sourcing, sales and contract management. The role provides working level support for portfolios, operating as a supervised practitioner in their area of responsibility and can have delegations which include sourcing, contract management, or sales. Working as part of a team of up to six staff, you will typically be working for a Commercial Manager developing procurement requirements with other Client staff and internal projects. You will determine procurement strategies and support value for money tendering including negotiation with suppliers and supplier selection. You will place contracts and ensure effective supplier performance through whole life management of contracts while also providing accurate and timely commercial data. You will also be successfully developing yourself via experience, mentoring and formal training, with the Civil Service being leaders in investing in people.

Key Responsibilities

  • Support sourcing, sales, and contract management within a commercial function.
  • Work alongside project teams to develop procurement strategies, manage contracts, and negotiate with suppliers.
  • Lead competitive or single-source procurements, including complex contracts with non-standard pricing and terms.
  • Oversee contract management, including managing costs, schedules, and contractor performance.
  • Provide delivery oversight of commercial sales activities and act as a subject matter expert on sourcing and contracts.
  • Ensure compliance with health and safety standards and support the development of safe working practices.
  • Experience in sourcing, procurement, and contract management.
  • Strong commercial judgment in selecting the right procurement approach and managing risk.
  • Ability to make decisions at the tender evaluation stage and monitor supplier performance.
  • Knowledge of cost analysis and contract management systems.
  • DV Clearance (desired but not essential).
  • Experience with MOD or R&D projects.
  • Proficiency in Oracle and Microsoft Office.
