Overview: We are looking for an experienced Reporting & Governance Manager with a strong background in Fraud Risk Assessment (FRA), governance, and counter fraud compliance, ideally within the public sector or large infrastructure/construction programmes.

The successful candidate will lead Clients Fraud Risk Assessment programme, ensuring compliance with the Government Functional Standard, while overseeing fraud assurance, governance reporting, policy development, and counter fraud training.

Key responsibilities

: Lead and maintain the Fraud Risk Assessment (FRA) programme, including enterprise, thematic and detailed assessments.

Manage fraud assurance activities and fraud measurement exercises.

Develop and maintain the Counter Fraud Strategy.

Produce governance reports for senior leadership and committees.

Ensure compliance with Government Functional Standard 013.

Develop and maintain counter fraud policies (e. g.

Gifts & Hospitality, Whistleblowing).

Work closely with risk, audit and operational stakeholders across the business and supply chain.

Design and deliver counter fraud training.

Ideal candidate: Extensive experience managing Fraud Risk Assessment programmes.

Strong understanding of Government Functional Standard 013 and corporate governance.

Knowledge of fraud legislation including the Fraud Act 2006, Bribery Act 2010 and ECCTA 2023.

Excellent stakeholder management and senior reporting experience.

Ideally from a public sector, infrastructure or construction environment.

Government Counter Fraud Profession (Fraud Risk Assessment discipline) membership is highly desirable.
