This role is not a traditional PMO leadership position. It is a critical transformation role responsible for moving the organisation from inconsistent delivery to predictable, scalable performance, embedding governance, discipline, and commercial rigour, and enabling the business to deliver customer outcomes at pace and margin.

Role Purpose: To build, lead and continuously develop a high-performing Project Management Office (PMO) that delivers predictable, high-quality, commercially disciplined programme execution across the organisation. The Head of PMO will establish and enforce best-in-class governance, assurance, and delivery frameworks, driving improvements in On-Time Delivery (OTD), Right First Time (RFT), margin performance, and customer satisfaction. This role is critical in transforming delivery capability into a scalable, repeatable and value-driven function aligned to strategic business objectives.

Key Accountabilities

  • PMO Strategy & Leadership: Define and implement the PMO strategy, operating model, and roadmap; establish a centre of excellence for project, programme, and portfolio management; build and lead a high-performing PMO team (analysts, governance leads, planners); embed a culture of accountability, delivery excellence, and continuous improvement.
  • Delivery Governance & Assurance: Design and enforce end-to-end delivery governance frameworks; implement stage gates, QA controls, and assurance processes; ensure consistent application of delivery methodology across all programmes; drive compliance with contractual, operational, and quality standards.
  • Performance & Execution Excellence: Own and drive improvements in On-Time Delivery (OTD), Right First Time (RFT), and installation and delivery quality; establish robust delivery performance metrics and reporting; provide early identification and mitigation of delivery risks and issues.
  • Commercial & Financial Discipline: Embed strong linkage between delivery performance and commercial outcomes; drive improvements in margin performance, cost control, and resource utilisation; provide transparent reporting on portfolio health and financial performance.
  • Portfolio & Demand Management: Implement portfolio governance and prioritisation frameworks; align delivery capacity with strategic priorities and customer commitments; enable data-driven decision-making on investment prioritisation, resource allocation, and risk trade-offs.
  • Stakeholder Management & Influence: Act as a trusted advisor to executive leadership; provide clear, concise insight into delivery performance, risks and mitigations, and strategic delivery confidence; challenge constructively across sales, delivery teams, and leadership.
  • Capability & Continuous Improvement: Develop and implement a PM capability framework (skills, standards, training); drive adoption of best practice methodologies and tools; lead continuous improvement initiatives focused on efficiency, standardisation, quality, and customer outcomes.

  • Defined and implemented PMO operating model and governance framework.
  • Measurable improvement in OTD performance and RFT/quality metrics.
  • Established consistent reporting dashboards for executive visibility.
  • Introduced robust QA and stage gate controls.
  • Clear linkage between delivery performance and margin outcomes.
  • Strengthened PM capability and consistency across programmes.

About You

  • Proven experience building or transforming a PMO function within a complex organisation.
  • Demonstrable track record of improving delivery performance, governance standards, and operational/commercial outcomes.
  • Experience managing multi-project/programme portfolios, customer-facing delivery environments, and cross-functional stakeholders.
  • Professional certifications: PRINCE2 Practitioner / PMP / APM PMQ (or equivalent), MSP or equivalent programme management certification, P3O or PMO-specific certification (desirable but strongly preferred).

Desirable

  • Experience in telecoms, infrastructure, or engineering-led delivery environments.
  • Portfolio management expertise (e.g. MoP, PfMP).
  • Risk and governance frameworks (e.g. M_o_R).
  • Agile/hybrid delivery certification (e.g. PRINCE2 Agile, PMI-ACP).
