A London Local Authority is seeking an experienced Interim Clerk of Works to support the immediate delivery of its Highways and Transport Capital Programme. This is a hands-on, site-based contract role requiring a confident professional who can step in quickly, take ownership of construction oversight and ensure works are delivered safely, compliantly and to specification. This is not an observing role. It is an assurance and accountability role.

The Assignment

  • You will act as the Council's on-site representative across a range of highways and public realm schemes, ensuring contractors deliver against drawings, specifications, standards and programme.

Key responsibilities

  • Daily site inspections of highways and traffic projects
  • Monitoring contractor performance and quality of workmanship
  • Ensuring compliance with CDM Regulations, NRSWA, Highways Act and Traffic Management legislation
  • Overseeing temporary traffic management and site safety
  • Maintaining detailed inspection records, reports and photographic evidence
  • Measuring works for payment and supporting certification processes
  • Identifying defects early and managing snagging to completion
  • Supporting Project Engineers with change control, early warnings and compensation events

You will play a key role in protecting public funds and maintaining delivery standards across the Council's capital works programme.

About You

You will be an experienced highways construction professional who is comfortable working independently and challenging contractors where necessary. You will have:

  • Proven experience as a Clerk of Works / Highways Inspector / Site Supervisor within a local authority or highways delivery environment
  • Strong understanding of highways construction standards and relevant legislation
  • Experience managing contractor compliance on live sites
  • Ability to interpret drawings and technical specifications
  • Strong written reporting and record-keeping skills

Desirable

  • ICWCI membership
  • HNC/HND in Civil Engineering or related field
  • SMSTS / SSSTS
  • NRSWA Supervisor accreditation
  • CSCS (Supervisory level)
