Imperial Recruitment Group are delighted to announce that we are working with one of our high-profile clients to appoint a Technical Buyer on a permanent basis.

Overview of the role:

The Technical Buyer is responsible for ensuring goods and services are ordered and delivered on time, within budget and to the correct specification and quality requirements. The Technical Buyer is responsible for the entire procurement lifecycle, including:

  • Interpretation of the requirements (scope)
  • Supplier selection (capability)
  • Contract & cost negotiation (terms)
  • Ensuring the purchased item(s) or service(s) is delivered on time and to scope

At project buying level, the Technical Buyer will support the creation of the procurement plan, to deliver optimised buying strategies. Responsibilities are but not limited to:

  • Technical interpretation of engineering drawings and specifications to determine efficient and cost effective RFQ sourcing
  • Review purchase specification requirements, identifying potential suppliers based on capability, reputation, quality, cost, and delivery performance.
  • Function as technical liaison between Project Engineer and Supplier to ensure RFQ detail is fit for purpose and meets scope requirements
  • Provide the necessary support and guidance to meet stakeholder and project requirements.
  • Ensure procurement processes conform with ISO frameworks
  • Collaborate closely with key stakeholders to ensure supplier payment terms, framework agreements, and/or unique agreements are negotiated and secured which de-risk and limit potential cost exposure through inferior quality or performance of services.
  • Manage supplier progress reports, ensuring reports are fully populated and received on time, providing the Projects and Finance teams with accurate updates to aid POC progress (% on completion) throughout and at month end.
  • Provide feedback to the Project delivery team in a timely manner on plan v’s actual status, escalating any risks or concerns as required.
  • Review and respond effectively to demand forecasts, RFQs & PO placement, across multiple projects to ensure project and business demands are met.
  • Ensure Supplier queries are logged and responded to in an efficient manner to prevent delay or impact on schedule.
  • Create and maintain KPI reports
  • Control and manage all stock (on-site / off-site) maintaining accurate stock registers, controlling the allocation of stock assigned to projects, management of off-site storage suppliers and costs.
  • Support continuous improvement, including leading procurement NCR root cause analysis, and corrective actions.
  • Assist the Bids team in maintaining accurate information across key suppliers - pricing, capacity, and availability to ensure accurate pricing at bid stage.
  • Contribute to project closure and lessons learned activities.
  • Maintain strong relationships across the existing supply chain, negotiating favourable terms which strengthen competitiveness, enhancing opportunities for project success.
  • Strategic sourcing - expand the current supply chain network, sourcing new suppliers, enhancing competitiveness.
  • Manage a supplier ‘score card’ system based on performance and pre-defined metrics.
  • Monitor, track and log socioeconomic impacts to raw materials and transport, considering availability, pricing, and lead times.

To be considered for the role you will have:

  • L3 CIPS qualification (or working towards)
  • Extensive procurement experience in construction and/or fast-paced heavy engineering/process sectors.
  • Experience with cost reduction without compromising on quality or service.
  • Experience of working to ISO requirements.
  • Understanding of EN standards related to fabricated structures (EN1090)
  • Experience of project related procurement documentation requirements, such as MRB, ITP etc.
  • Understanding of technical specifications and requirements – with an ability to read/understand technical specifications and drawings.
  • Strong MS Office package skills – particularly Excel, must be an advanced/competent user.
  • Demonstratable experience of creating and managing procurement delivery using KPIs.
  • Demonstratable experience of working in a fast paced project delivery setting.
  • Effective communication and negotiation skills, contracts, pricing, terms, and conditions including risk reduction and risk management.
  • Relationship builder, collaborator, key supplier development experience.
  • End to end supply chain experience, total delivered cost, and knowledge of global logistics.
  • Completed the required company induction into this role.
