The Procurement Officer is responsible for delivering a professional end-to-end procurement service, covering sourcing, purchasing, contract management, and supplier relationship management. The role focuses on ensuring value for money, compliance with regulations, and alignment with the organisation's procurement strategy while meeting client needs. Working closely with Category Managers and internal stakeholders, the postholder supports procurement projects, drives efficiencies, and contributes to strategic initiatives to maximise purchasing power and improve service delivery. The role also involves advising senior stakeholders, maintaining market insight, and promoting best practice across the organisation to enhance procurement performance and outcomes. Key Responsibilities: Support Category Managers with procurement expertise across sourcing, purchasing, contracts, and supplier management. Source goods and services to achieve best value for money while meeting client and organisational needs. Manage supplier relationships to minimise contract risks and ensure performance and compliance. Ensure compliance with procurement legislation, financial rules, and internal procedures. Develop and maintain procurement systems and processes to support efficient communication and service delivery. Collaborate with internal services and suppliers to maximise purchasing power and identify cost-saving opportunities. Build and maintain market intelligence and professional networks to improve procurement practices and service quality. Provide reporting and advisory support to procurement leadership, senior management, and external stakeholders. Participate in cross-functional project teams to deliver procurement solutions and efficiency improvements. Contribute to procurement strategy development and implementation, embedding best practices across the organisation. Essential Skills Requirements: Degree-level education and CIPS (Chartered Institute of Procurement Supply) membership. Significant procurement experience, including managing procurement projects. Strong knowledge of sourcing, tendering, negotiation, contract, and supplier management. Understanding of procurement regulations and policies, including public sector/EU procurement rules. Advanced IT proficiency, including Microsoft Office tools (Excel, Word, Project, Visio, PowerPoint). Experience with procurement systems and tools (e.g., Oracle Discoverer, ERP systems). Excellent communication skills (written, verbal, and IT-based). Ability to challenge existing processes and drive improvements. Strong organisational skills, including working to tight deadlines across multiple priorities. Ability to work both independently and collaboratively within teams and stakeholder groups.
