Role Overview
We are seeking an experienced Procurement Specialist to lead a complex sourcing project under the Procurement Act 2023. This role involves managing an end-to-end tender process for technology solutions on behalf of the ensuring full compliance with public sector procurement regulations and internal governance standards.
Key Responsibilities
- Tender Management: Plan and execute a full procurement process in line with the Procurement Act 2023. Develop and issue tender documentation, manage clarifications, and oversee evaluation stages.
- Stakeholder Engagement: Collaborate with internal stakeholders to refine and validate requirements. Facilitate workshops and ensure alignment between technical needs and procurement strategy.
- Governance & Compliance: Take documents through internal governance checkpoints and maintain audit-ready records. Ensure strict adherence to regulatory and organisational procurement policies.
- Project Management: Create and manage project timelines, milestones, and deliverables. Identify and mitigate risks throughout the procurement lifecycle.
- Systems & Tools: Use an e-tendering platform (ideally Proactis, or similar). Ensure accurate data entry, reporting, and document control within the system.
Essential Skills & Experience
- Proven experience running complex technology tenders within a regulated environment.
- Strong understanding of public sector procurement legislation, particularly the Procurement Act 2023.
- Ability to manage multiple stakeholders and translate technical requirements into clear procurement deliverables.
- Competence in project management, including risk management and governance processes.
- Experience using e-tendering systems (Proactis or equivalent).
