About this Role
The Senior Manager, SRHR – Innovative Financing will lead a portfolio of catalytic investment opportunities designed to improve access, affordability, and supply security for priority HIV, TB, and SRHR products and delivery models. This role sits at the intersection of strategy, markets, and transaction execution, requiring close collaboration with manufacturers, procurement platforms, governments, investors, and global health institutions to translate access barriers into practical financing structures that support improved health outcomes in low- and middle-income countries. The position combines investment pipeline development with hands-on deal execution, identifying opportunities where catalytic capital can address market failures and selecting appropriate financing instruments, partners, and commercial terms to make investments viable. These instruments may include prefinance facilities, procurement guarantees, working capital facilities, volume commitments, recoverable grants, and private sector outcomes funds. The role offers breadth across market shaping, commodity financing, manufacturer partnerships, investment structuring, procurement reform, and transition planning across CIFF’s HIV, TB, and SRHR portfolio. The role is expected to maintain a prioritized transaction pipeline and advance approximately three to five deals from concept to approval or launch annually, with an indicative aggregate value of US$25-50 million, subject to portfolio need, partner readiness, and available capital. While this position does not hold direct line management responsibility, it is expected to provide leadership, coaching, and technical guidance across the portfolio and operates within a matrix structure to influence investment decisions across a large and complex portfolio.
Responsibilities
- Identify and originate catalytic investment opportunities across CIFF’s HIV, TB, and SRHR portfolio that can improve access, affordability, supply security, and cost-effective scale
- Develop investment theses for priority diagnostics, pharmaceuticals, devices, and manufacturing partnerships, including the access problem, market failure, financing gap, expected impact, and CIFF’s catalytic role
- Assess product introduction, procurement, manufacturing, technology transfer, and supply-side market-shaping barriers to determine where catalytic investment can unlock faster, more affordable scale
- Design early-stage deal concepts, including the rationale, partner demand, proposed instrument, expected impact, risk-sharing approach, and pathway to execution
- Build and maintain a prioritized pipeline of investable transactions, with sufficient depth to support approximately three to five approvals or launches per year, subject to strategic fit, additionality, partner demand, execution feasibility, and potential to scale beyond CIFF funding
- Lead transaction execution for approved investments, from concept refinement and partner engagement with private and public sector partners through due diligence, financial modelling, approvals, contracting, launch, and performance monitoring
- Structure investments using appropriate instruments, including recoverable grants, guarantees, concessional debt, equity-like instruments, milestone-based payments, volume commitments, and outcome-linked payments
- Negotiate commercial terms with manufacturers, investors, DFIs, procurement platforms, and delivery partners, balancing price, access, risk allocation, performance milestones, governance, and transition arrangements
- Work with Legal, Finance, Grants Management, and programme colleagues to ensure catalytic investment deals are executable, compliant, commercially robust, and aligned with CIFF’s objectives
- Prepare investment papers, decision memos, and financial analyses that clearly set out strategic fit, expected impact, cost-effectiveness, risks, and trade-offs
- Work with the Senior Manager, Product Introduction & Market Development to translate product-specific access barriers into investable market-shaping priorities, including registration, demand generation, route to market, procurement readiness, manufacturing capacity, and affordability
- Assess manufacturer economics, supplier constraints, quality assurance pathways, technology transfer requirements, and LMIC market-entry barriers to identify where CIFF capital or influence can change access outcomes
- Define the access conditions that catalytic investment should secure, including price, volume, geography, timelines, supply reliability, quality requirements, and commitments to low- and middle-income country availability
- Engage manufacturers, the Global Fund, regional procurement entities, and pooled procurement platforms to understand market dynamics, demand signals, and procurement bottlenecks before a transaction is structured
- Ensure proposed deals support product introduction and market development objectives, rather than operating as standalone financing exercises disconnected from adoption, delivery, and long-term scale
- Capture lessons from priority product access efforts to inform future investment theses, access conditions, and market-shaping strategies across the HIV, TB, and SRHR portfolio
- Embed affordability, cost-effectiveness, and long-term sustainability into financing structures so that investments support progressive country ownership and durable scale
- Engage Ministries of Health and Finance, donors, and financing partners on co-financing arrangements, government financing commitments, and transition milestones linked to CIFF-supported investments
- Assess how procurement systems, budget execution, fiscal constraints, and public finance processes affect the feasibility and sustainability of catalytic investment deals
- Support country self-reliance and donor transition planning where this is directly linked to financing solutions, including pathways for governments to assume recurrent costs over time
- Provide leadership, coaching, and technical guidance across the portfolio
Requirements
- Significant experience in investment banking, private equity, venture capital, development finance, strategic investments, impact investing, commercial transactions, global health financing, or management consulting
- Strong transaction execution skills, including investment origination, due diligence, financial modelling, investment appraisal, deal structuring, negotiation, contracting, and portfolio monitoring
- Demonstrated experience originating, structuring, negotiating, and executing complex financing transactions, commercial partnerships, or investment deals, including blended finance and procurement-linked instruments such as volume guarantees, revolving funds, access funds, subsidies, working capital facilities, or direct investment structures
- Experience assessing manufacturer partnerships, supply-side market shaping, local or regional manufacturing, technology transfer, quality assurance, WHO prequalification, or regulatory pathways for diagnostics, pharmaceuticals, medical devices, or other global health products
- Strong understanding of global health markets, procurement platforms, access barriers, supplier economics, and the role of catalytic capital in shaping markets for priority health products
- Strong financial modelling, investment appraisal, commercial analysis, forecasting, and data visualization capabilities
- Experience presenting recommendations to senior executives, Boards, or Investment Committees
- Experience working with global health financing institutions, DFIs, or Ministries of Finance and Health (desirable)
