Role purpose
We are a global digital bank dually authorised and regulated by the Prudential Regulatory Authority and the Financial Conduct Authority.
The role is to support the Head of Compliance in overseeing the Bank’s risk governance arrangements and compliance with relevant both regulatory and prudential requirements.
The role involves supporting risk related activities with additional reviews on work carried out by the Risk function.
The Bank is seeking to continue to develop and maintain strong risk management controls.
Further work will involve assessments and record keeping with appropriate evidence of regulatory and prudential expectations by highlighting where enhancements and recommendations are required.
Reviews will partly form part of the Compliance Monitoring Programme (CMP) and would not duplicate work already undertaken by the Bank’s Risk function.
Key responsibilities
- Risk and compliance governance
- Review how the Risk Management Framework and Risk Appetite Framework are applied, including the quality of assessments, reporting, ownership and escalation.
- Check that risk appetite breaches, emerging risks and material exceptions are identified, reported and followed up through the relevant governance arrangements.
- Work on the Compliance Monitoring Plan conducting thorough and accurate testing and recommendations with findings and next steps for improvements.
- Support to the Risk function
- Review a risk-based sample of RCSAs, control assessments, risk reporting and other work completed by the Risk function of the Bank to assess the quality of review, challenge, any enhancements needed, evidence and follow-up.
- Use existing Risk reports and supporting records wherever possible, seeking further information from other departments only where needed to address a specific gap or concern.
- Record findings clearly, discuss factual matters with relevant colleagues and elevate significant or unresolved issues through the Head of Compliance.
- Prudential regulatory oversight tasks
- Carry out monitoring of governance and controls supporting compliance with applicable PRA requirements, including capital, liquidity, stress testing, ICAAP, ILAAP, recovery planning and regulatory reporting, as relevant to the Bank.
- Check that key prudential obligations have clear owners, appropriate supporting evidence and established reporting and escalation arrangements.
- Compliance monitoring and reporting
- Deliver assigned CMP reviews, including planning, scoping, sample testing, evidence review, documenting findings, agreeing actions and following up on progress.
- Produce clear, concise monitoring reports and management information highlighting material issues, recurring weaknesses, overdue actions and matters requiring attention and liaising with relevant stakeholders at the Bank.
- Remediation and governance improvement
- Track agreed remediation arising from risk governance and prudential compliance reviews, checking that ownership, timescales and closure evidence are adequate.
- Identify recurring weaknesses in risk oversight, committee reporting, responsibilities and escalation, and recommend practical improvements.
- Work with Risk, Finance, Treasury and other relevant teams to promote sound risk governance, clear accountability and constructive challenge.
The position provides second-line monitoring and challenge within Compliance.
Business functions remain responsible for managing their risks and controls, while the Risk function remains responsible for its own assessments, methodologies and specialist risk oversight.
The role does not take over these activities or provide Internal Audit assurance.
The Head of Compliance is responsible for work allocation, management and performance assessment.
The role works with the Chief Risk Officer on allocated risk matters.
Findings and unresolved issues are reported to the Head of Compliance and escalated through the Bank’s governance arrangements where appropriate.
