My client is at the beginning of a major 3‑year public-sector transformation programme and is looking for a Programme Manager to join at the start and help shape everything from day one. This is an incredible opportunity to be part of the foundation of a large‑scale, high‑impact digital transformation, working closely with experienced leaders and a blended delivery team.
Joining at the very start means:
- You help shape the direction of multiple discovery workstreams
- You influence processes, structure, governance and delivery rhythm
- You build the initial relationships with senior stakeholders

What You'll Be Doing:
- Coordinating multi‑million‑pound programme activity
- Managing RAID, reporting, governance and day‑to‑day progress
- Supporting a blended client/consultancy team
- Working closely with a Programme Lead and engagement leadership
- Driving discovery → alpha → beta phases across key service areas
What We're Looking For:
- Proven experience delivering public sector digital programmes
- Strong understanding of the GDS lifecycle
- Experience managing £20–50m programme budgets
- Proactive, structured, organised delivery style
- SC‑clearable (must have lived in the UK 5+ years)
Location & Working Pattern: Hybrid – Liverpool (3 days/week initially) Occasional travel to London
Salary: Around £80k–£85k
