We’re supporting a consultancy delivering a major public‑sector transformation programme that is entering mobilisation. They’re looking for a Senior Change Manager to lead the people, process and organisational change from the outset. This is not BAU change. The role will shape the change strategy, engagement approach and adoption framework across multiple workstreams, working closely with programme leadership and senior public‑sector stakeholders.
The programme is operating within a Prosci‑led change environment, and a structured change discipline is a key expectation.
Key Responsibilities- Own and deliver the programme‑level change strategy
- Lead stakeholder engagement across senior leaders and operational teams
- Run impact assessments, readiness planning and adoption activities
- Shape communications, training and business readiness
- Represent change at programme boards and governance forums
- Proven experience as a Senior Change Manager / Change Lead on large transformation programmes
- Strong background in organisational, digital or operating model change
- Experience working within a consultancy, supporting public‑sector clients
- Comfortable operating in GDS‑aligned delivery environments
- Confident engaging with senior stakeholders and navigating complex government settings
- Ability to obtain SC clearance is essential
You will be a stronger match if you have some or all of the following:
- Experience working in a Prosci‑led change environment
- Prosci certification (or equivalent change accreditation)
- Direct public‑sector or government delivery experience
Location: Hybrid – Liverpool
Working Pattern: 3 days on‑site (month one), then 2 days per week or 3 days every two weeks
