We're supporting a digital consultancy that works on large, complex public sector transformation programmes across the UK. They're looking for an experienced Programme Manager to lead high-profile, multi-million-pound initiatives that genuinely matter to citizens and public services.

This role is for someone comfortable operating at senior levels, navigating complexity, and taking real ownership for outcomes, not just reporting progress.

What you'll actually be doing:

  • You'll have end-to-end responsibility for leading major public sector programmes, from early mobilisation and governance design through to delivery oversight and benefits realisation.
  • Day to day, that means working closely with senior client stakeholders to establish clear outcomes, scope and delivery approaches; putting proportionate governance and controls in place; and driving pace and accountability across multiple workstreams and delivery teams.
  • Leading and coordinating complex programmes spanning digital, service and operational change.
  • Designing and running governance, reporting and assurance structures that stand up in public sector environments.
  • Providing clear, confident updates and challenge at SRO, executive and board level.
  • Managing risk, dependencies, critical paths and programme finances.
  • Overseeing suppliers and delivery partners where relevant, ensuring value for money and progress against outcomes.
  • Supporting teams through GDS phases and service assessments.
  • Keeping delivery focused on benefits and outcomes, not just milestones.

You'll need to be comfortable balancing pace with assurance, and confident operating in politically and organisationally complex environments. While the role is remote-first, you'll travel to client sites when it genuinely adds value to stakeholder relationships or programme delivery.

We are looking for someone who:

  • Has led large-scale public sector transformation programmes end-to-end.
  • Is confident operating at Board, Executive and SRO level.
  • Has a strong grasp of GDS standards and public sector delivery lifecycles.
  • Is experienced in programme governance, risk, financial and assurance management.
  • Brings a consultancy or advisory mindset, with a pragmatic approach to delivery.
  • Can lead, mentor and challenge senior delivery teams constructively.
