My market leading client are looking to secure the services of a benefits manager with strong consultancy and GDS/Public Sector experience. The ideal consultant will need to be available to start within the next few weeks. The assignment itself will be focused on leading the development, refinement, governance and tracking of the change programme’s benefits case. Any experience working with DEFRA or related organisations would be a big advantage.

Key Responsibilities:

  • Build and maintain strong relationships with stakeholders across the customer to support programme outcomes.
  • Work across teams to identify, validate and refine benefits, including differences across individual ALBs.
  • Develop and deliver engagement plans to ensure benefits are understood, evidenced, owned and maximised.
  • Facilitate workshops to identify monetisable and cashable benefits, test assumptions and refine valuations.
  • Support the identification of benefit owners and appropriate governance arrangements across ALBs.
  • Prepare and present clear briefings, papers and reports to support decision-making and governance.
  • Lead the production and analysis of timely, accurate benefits data to support decision-making and investment confidence.
  • Refine benefit profiles, valuation models, forecasts and supporting evidence for FBC.
  • Develop and maintain the Benefits Realisation Plan, benefits register, ownership model and reporting dashboards.
  • Establish robust processes for tracking benefits, validating evidence, identifying opportunities and managing risks through delivery and into BAU.
  • Define benefit indicators and align them with change and evaluation activity to support effective monitoring and reporting.
  • Promote continuous improvement in benefits management processes, ways of working and reporting across the group.
  • Lead the maturation of the benefits case from OBC to FBC, including ALB-level analysis, hypothesis mapping and strengthened attribution.
  • Identify opportunities for additional benefits, support long-term realisation in BAU, and ensure changes to benefits assumptions, forecasts and ownership are properly controlled.
