Introduction

Are you a highly experienced and accredited Senior Investigating Officer ready to lead complex and sensitive investigations of national significance?

We’re seeking a proven SIO to take a pivotal role in the establishment of a Major Incident Room (MIR) supporting the Defence Serious Crime Command (DSCC) and its response to the Afghanistan Independent Inquiry (IIA) led by Lord Justice Haddon-Cave.

This is a unique opportunity to join a newly formed Major Crime Team, shaping investigative strategy and ensuring operational excellence across critical, high-profile cases.

The Role

As a Senior Investigating Officer (SIO) operating at PIP Level 3, you will be accountable to chief officers for the effective conduct of serious and complex investigations. Your leadership will underpin the investigative strategy, ensuring all threat, risk, and harm factors are assessed and mitigated.

You’ll manage cross-functional teams, operational plans, covert strategies, and stakeholder communications—delivering justice through professional, ethical, and effective investigation management.

Key Responsibilities

  • Lead, coordinate, and develop investigative strategies aligned to serious and complex crime.
  • Manage teams, budgets, covert resources, and operational plans across reactive, proactive, and crimes-in-action investigations.
  • Set short, medium, and long-term objectives to drive results and maintain pace, legality, and procedural rigour.
  • Supervise compliance with relevant legislation, ethical standards, and national guidance (including College of Policing frameworks).
  • Provide structured support and welfare oversight for investigative teams.
  • Liaise with partner agencies, victims, witnesses, communities, and the media where appropriate.
  • Lead risk assessments, tasking briefings, intelligence dissemination, and media strategies.
  • Support and mentor less experienced investigators (PIP2), championing CPD and professional development.

Essential Skills & Experience

  • Current College of Policing PIP3 accreditation and registration as an SIO.
  • Proven experience as a Senior Investigating Officer across Major Crime and Serious & Organised Crime investigations.
  • In-depth knowledge and hands-on experience with HOLMES and MIR standardised case management practices.
  • Strong leadership and people management skills, with the ability to inspire and support teams under pressure.
  • Demonstrable knowledge of:
  • Covert operations and asset deployment (surveillance, intercepts, etc.)
  • Criminal and common law, evidence handling, and parallel proceedings.
  • National policing standards, including Code of Ethics and investigative decision-making models.
  • Experience with high-risk investigations involving OCGs, terrorism, or corruption.
  • Familiarity with the Service Justice System and Senior Identification Manager (SIM) responsibilities.

🎓 Qualifications

  • Completion of the Management of Serious and Complex Investigations Development Programme (MSCIDP).
  • Completion of all SIO core and elective specialist modules.
  • Demonstrated CPD activity maintaining PIP3 competence and investigative proficiency.

Ongoing Development

You will:

  • Maintain a portfolio of current investigative experience.
  • Coach and mentor junior investigators.
  • Identify team development needs and implement CPD strategies.
  • Participate in the continuous improvement of investigation methodologies and policy.

Location & Working Pattern

You’ll be based at the Major Incident Room, Southwick Park (Fareham). Due to the nature of the investigations and operational sensitivity, on-site presence is required regularly.
