Procurement Specialist – NHS · Contract Type: Inside IR35 – £300-£325 · Duration: 13/10/25 to 31/03/26 · Hybrid working with 2 days a week in Norwich

About the Role

An exciting opportunity has arisen for a talented and motivated Digital Health Procurement Lead to join our NHS organisation in Norwich. You will play a key role in shaping and delivering the procurement strategy for a range of clinical and non-clinical digital health technologies, systems, and managed services.

This is a pivotal role supporting digital transformation projects across the Trust and wider system partners, ensuring that procurement activities deliver best value, innovation, and measurable improvements in patient care.

You’ll work closely with senior stakeholders, clinical teams, and external partners to deliver a portfolio of high-value and complex projects, embedding best practice in digital procurement and contract management.

Responsibilities

Strategic Procurement and Category Management

  • Develop and deliver digital health procurement strategies aligned to organisational priorities.
  • Identify opportunities to improve patient outcomes through standardisation and innovation in digital health technology.
  • Plan and manage tendering, contract renewals, and savings opportunities for a multi-million-pound digital health portfolio.
  • Lead on high-value and complex procurement exercises in line with public procurement regulations.

Contract and Commercial Management

  • Act as the lead advisor on contractual and commercial matters for digital health projects.
  • Negotiate and manage supplier relationships, ensuring optimal value, compliance, and service delivery.
  • Establish and monitor robust SLAs and KPIs, ensuring effective contract performance and continuous improvement.

Stakeholder Engagement and Collaboration

  • Build and maintain strong relationships with internal stakeholders, clinical teams, and external partners.
  • Provide expert procurement and commercial advice to support informed decision-making.
  • Actively network with suppliers and professional bodies to stay abreast of market developments and innovation.

Change and Innovation

  • Foster a culture of innovation and continuous improvement within procurement.
  • Support and lead change initiatives, ensuring alignment with digital transformation goals.
  • Evaluate benefits and outcomes of implemented changes to drive ongoing improvement.

Leadership and Development

  • Provide effective leadership to cross-functional and matrix teams.
  • Support the professional development of colleagues within the Procurement function.
  • Maintain up-to-date industry and market knowledge to provide informed, expert advice.

About You

We are looking for a proactive and experienced procurement professional with:

  • Significant experience in public sector procurement, ideally within healthcare or digital technology.
  • Strong knowledge of public procurement regulations and best practice.
  • Demonstrated ability to lead complex, high-value procurement projects.
  • Excellent stakeholder management, negotiation, and communication skills.
  • A collaborative and innovative mindset with a passion for improving healthcare outcomes through technology.

A relevant procurement qualification (e.g., MCIPS or equivalent) and experience of managing multi-million-pound portfolios are highly desirable.
