Overview
Senior Consultants are sought to join the water team within our UK environmental policy practice.
The role sits in ICF’s European Policy, Research, Evaluation and Strategy unit.
ICF provides independent policy research, evaluation and analytical support to Defra and other UK public sector clients, delivering robust evidence and strategic support to policy-makers and regulators using the latest research and evaluation methodologies, data science and behavioural insights.
The team covers a wide range of UK environmental and related policies, including water policy, climate adaptation, resource management and nature restoration.
We are expanding our work on water policy, including evaluations of flood risk management programmes, governance models for water resource management, finance mobilisation for nature recovery, and appraisal of water-focused innovation programmes.
Successful candidates will contribute to projects that directly support policy and programme development and improvement.
Responsibilities
- Contribute to evaluations of programmes and governance models in the water and flood resilience sector.
- Assess investments and financial mechanisms for nature recovery and water-related initiatives.
- Apply qualitative and quantitative methods, including data science and economic analysis, to policy evaluations.
- Prepare clear, evidence-based outputs that support policy-makers and regulators.
- Collaborate with project teams, manage project elements and contribute to proposals and grant applications as needed.
- Develop governance models and contribute to strengthening water policy implementation in the UK.
Qualifications
- Demonstrable interest and experience in environmental policy, especially UK water policy (water resources, floods, water quality).
- Strong qualitative, quantitative and analytical skills; experience in evaluation, economic analysis, impact assessment, data science or environmental economics.
- Good understanding of the UK policy-making process; experience with UK Government assignments is an advantage.
- Degree, Master’s degree or Ph D in a relevant discipline; at least five years of professional experience.
- Experience managing projects, including budgets and research teams; business development experience including proposals/grant applications is a plus.
- Exceptional written and spoken English; strong organisational and collaborative skills; highly developed interpersonal skills.
- Prior consulting experience is advantageous, though candidates from academia, government or non-governmental sectors are welcome.
- Location and Sponsorship
Must have the legal right to work in the UK (or be eligible for sponsorship on a case-by-case basis) and be physically located in the UK from Day 1 (or shortly before start).
