The Role:
The Institution of Civil Engineers (ICE) is seeking a Technical Project & Engagement Manager to plan, oversee, and deliver the ICE Group's technology roadmap. This role includes needs assessment, process analysis, and project management within the Digital Data and Technology (DDaT) division. Working in close collaboration with IT teams across the DDaT Development, Systems Support, and Infrastructure, the manager is responsible for the continuous development of existing platforms, the procurement of new systems, and the execution of major changes. Additionally, the role involves working across other technology teams and group divisions to ensure aligned planning, coordinated execution, and optimal outcomes.
Key Responsibilities:
- Deliver Technology Projects: Manage and oversee the successful delivery of technology projects, including the resolution of complex technical issues.
- Collaborate on Technology Strategy: Partner with the CTO to develop and execute the ICE Group's technology strategy.
- Engage with Divisions: Actively engage with group divisions to understand and address their technological needs.
- Oversee the Technology Roadmap: Lead the development and management of the technology roadmap, encompassing needs assessment, process analysis, and project management.
- Manage SDLC: Oversee the full software development lifecycle (SDLC), ensuring adherence to best practices from design through to deployment and maintenance.
- Align Technology Solutions: Ensure that all technological solutions align with group objectives, enhancing overall efficiency and effectiveness.
- Risk Management: Manage risks within the team, conduct monthly RAID reviews, maintain a risk register, and prepare summary reports for Directors.
Key Accountabilities:
- Utilize SRE (Site Reliability Engineering), DevOps, and Agile methodologies to enhance development, testing, and release management processes.
- Directly manage key projects, ensuring they meet quality standards and deadlines.
- Establish a standardized approach for business process mapping and analysis, focusing on continuous improvement and increased efficiency.
- Deliver IT Roadmap and Strategy: Ensure delivery of the IT roadmap and strategy, aligned with organisational goals, focusing on software development, QA, testing, and release management.
- Engage with Senior Stakeholders: Collaborate with senior Group staff to understand and articulate their technology systems and service requirements, translating these into actionable plans.
- Process Improvement: Work with staff at all levels to capture current processes, develop target processes, and implement improvements, with a strong focus on enhancing software development, QA, and testing workflows.
- Project Board Participation: Actively participate in project boards, contributing to good governance, with a focus on ensuring robust software development, testing, and release practices.
- Technology Procurement and Planning: Liaise with the TTL CTO on technology procurement and planning, ensuring that investments support efficient software development, testing, and deployment processes.
- Promote DDaT Content: Ensure current and engaging MIS content is presented to Group staff through the intranet, with a focus on tools, processes, and practices that support software development and testing.
Skills and Experience:
- Technical Project Management Expertise: Strong, hands-on understanding of technical project management across Internet technologies, web development (front-end, back-end), databases, service operations, infrastructure services, ITIL processes, and Agile methodologies.
- Software Development Life Cycle (SDLC): Extensive experience in managing the full software development life cycle.
- Requirement Analysis: Proven ability to gather and document project requirements and translate them into technical specifications.
- Design and Architecture: Experience working with development teams to create technical designs and architecture that meet project requirements.
- Coding Standards and Practices: Ensuring the development team adheres to best practices for coding, including code reviews and maintaining coding standards.
- Testing and Quality Assurance: Overseeing the testing process, including unit, integration, system, and user acceptance testing (UAT).
- Deployment Management: Managing the deployment process, including staging, production release, and post-release support.
- Maintenance and Support: Planning and managing post-deployment maintenance, bug fixes, and updates.
- Site Reliability Engineering (SRE) Principles: Practical experience in deploying software into production environments using SRE principles.
- Data Protection: Knowledge of data protection principles, such as GDPR.
- Extensive Experience in Software Project Management: 5+ years of direct experience managing complex technical projects, with a strong emphasis on software development projects and the full software development life cycle (SDLC).
- Proficiency in Software QA, Testing, and Release Management: Demonstrated experience in overseeing and managing the entire software quality assurance process, including software testing and release management, to ensure that all deliverables are thoroughly quality assured before deployment into the live environment.
- Programme Governance: Experienced in running weekly programme boards, conducting RAID (Risks, Assumptions, Issues, Dependencies) reviews, and maintaining rigorous governance over project delivery.
- Project and Development Activity Tracking: Expertise in defining, tracking, and managing a portfolio of projects and development activities, ensuring they align with business priorities and deliver expected outcomes.
Qualifications:
Essential: A degree (1st or 2:1) in a numerate, engineering, or science discipline, or equivalent hands-on experience gained in a relevant working environment.
Desirable: Qualifications in any of the following would be advantageous: PRINCE2, APM, or a similar waterfall project management methodology; Scrum, DSDM, or another Agile product development framework; MSP, P3O, or other programme and project office methodologies; UML or another system and process modelling language.
