The Value Stream Manager is responsible for the end to end functional, technical and system ownership within their value stream. This includes responsibility for the roadmap, all system changes, project delivery, and system administration and support and maintenance for their respective business capability/technology value stream. The role holder is also responsible for the management and coordination of business change impacts associated with their solution/products within their value stream to enable the transformation and adoption of business processes into their aligned business directorates. This role is a pivotal leadership role in shaping and driving the strategic direction and associated process/system developments to achieve the RIIO business plan outcomes with a total investment of c.£100M.

GIS & Mobility Value Stream: The specific focus of this role is to lead the value stream teams/programmes delivering the Salesforce Field Service mobility and scheduling solution and GIS product suites.

Data & Analytics Value Stream: The Data & Analytics value stream is responsible for the technical delivery supporting SPEN’s Data and Digitalisation strategy. The specific focus is on the transformation of data platforms by enabling cloud-, DevOps, and DataOps capabilities. Using Azure and Informatica, the value stream provides technical solutions to the SPEN business to support analytics, visualisation and data science activities that empower data led business decisions.

What you’ll be doing:

  • Develop the strategy and roadmap for their assigned Value Stream, ensuring a well-defined pipeline of work with clear priorities aligned to the Data and Digitalisation Strategy and stakeholder priorities.
  • Align delivery of the programme to SPEN wide strategy and priorities, maintaining a focus on business goals and commitments, leading agile delivery teams to deliver agreed visions and outcomes.
  • Plan and manage the interdependencies between workstreams and other Transformation projects.
  • Develop the budget forecast, track and manage delivery of agreed financial investment.
  • Develop a comprehensive resource plan encompassing all resources required to support delivery of the programme.
  • Manage the cross-programme risks, including the development of contingency plans.
  • Prepare and report to the appropriate SPEN and IT Boards to assure the overall direction and integrity of the programme delivery.
  • Build relationships with suppliers or account managers and support contract negotiations where required.
  • Ensure that contracted project deliverables are tracked against requirements/roadmap delivery, from contract placement through to final delivery by suppliers.
  • Coach, mentor, support and provide direction to all members of the team.
  • Ensure maintenance of a detailed programme plan and reporting in line with Transformation PMO framework to ensure stakeholders are adequately informed of programme delivery status.
  • Effective delivery into BAU ensuring the appropriate support framework and internal/external resource is in place.
  • Ensure development and delivery of an effective test strategy and plan with appropriate tools and resources in place to deliver.
  • Deliver the Change Management strategy and plan, ensuring an effective transition to BAU and that impacted people are communicated and trained appropriately.
  • Ensure appropriate measures are developed and implemented to validate delivery of expected benefits, improvements and that the solution is adopted and embedded effectively.

What you’ll bring:

  • Strategy: strategic thinker with the ability to translate the SPEN data and digitalisation strategy into a delivery roadmap for their value stream, ensuring a prioritised and flexible pipeline of work.
  • Commercial awareness: including experience in developing sound business cases with a robust financial investment plan and validated value case.
  • Change Management: understands change management principles and has experience in delivering change effectively into an organisation (PROSCI ADKAR knowledge is desirable).
  • Budget Management: experience of forecasting and management of budgets in excess of £10M.
  • Agile Delivery: well versed with agile product and sprint backlog rituals, artefacts, and concepts. Experience with capacity-based delivery models and backlog prioritisation processes. Experience of setting up DevOps practices to support Agile delivery.
  • Complex Programme Delivery: experience delivering large programmes of work spanning multiple business functions. Ability to manage many stakeholders, dynamic project components, critical path, driving resolution of open issues/risks, and addressing areas of contention/concern. Experience of implementing and managing processes for risk management, change management and configuration management.
  • Delivery Partnership: comfortable working together with external delivery partners and suppliers with a ‘one-team’ mindset.
  • Communication: excellent communication and reporting skills up to Director level coupled with good influencing and negotiating skills.
  • Collaboration: ability to influence and collaborate at an executive and senior management level across SPEN and other key external stakeholders.
  • Leadership: experience of leading a multi-disciplined team (Implementation Leads, Application Consultants/Analysts, Application Administrators, external suppliers) leveraging skills and experience to enable effective end to end delivery of the overall programme.
  • Behaviours: highly motivated and positive under pressure with the ability to support, motivate and direct the team.
  • Technical: broad technical knowledge covering the main technologies included in the IT estate. Expert knowledge of IT systems delivery and the project life cycle and the ability to operate an IT portfolio delivery to the business.
  • Data Protection & Cyber: awareness and understanding of data protection and cyber considerations across the programme.
  • Customer focus: ability to balance technical/IT skills with core operational customer needs to deliver a good quality solution on time that meets all stakeholder needs.
  • Delivery Experience: experience delivering across multiple teams in a multi-vendor environment.
  • Resource Management: accountable for resource management, forecasting and allocation principles taking a holistic view of all resource needs across the value stream.

Minimum Criteria:

  • Educated to degree level or equivalent.
  • Recognised Project/Programme Management qualification preferably within IT, Digital.
  • Change Management awareness and experience (Prosci ADKAR preferable).
  • Agile delivery experience including tooling (Jira) / Agile & DevOps.
  • Experience of IT systems portfolio delivery.
  • Experience of budget management in excess of £10M.
  • Experience of people management of multi-disciplined teams.
  • Commercial awareness and experience.
  • Understanding of the regulatory framework that SPEN operates within.
  • Understanding of the SPEN Digitalisation & Data Strategy.
