To lead and control ScottishPower Renewables offshore project development activities within England. The role requires strategic leadership to take multi-billion-pound offshore wind projects through all stages of the development cycle, leading early stage development and consent activities and ensuring the projects are delivered and maintained during pre-FID, Execution and O&M in compliance with all development consents and land obligations. Responsible for leading stakeholder engagement activities during the consenting process and delivering all local stakeholder engagement during the Execution phase. Responsible for discharging all Crown Estate Option to Lease contractual requirements.

What you’ll be doing

  • SPR development lead in ensuring economically sustainable Offshore Wind Projects can be consented and delivered in line with all development consents and land obligations within the Offshore Renewables business plan.
  • All aspects of consenting sites from scoping, through project development, environmental impact assessment and planning consents/ permits and obtaining/ managing land rights including all necessary financial approvals and budgetary control. This includes both offshore windfarm and grid connection Offshore Transmission Owner (OFTO) developments.
  • All aspects of compliance including submission of pre-construction documentation, managing compliance surveys, monitoring onsite construction activities, obtaining and managing land rights, due diligence and support during the OFTO divestment, other third-party divestment processes and engagement throughout the O&M phase. This will include budgetary control at a package level as part of the wider construction/operations effort securing and implementing land rights as required by the projects.
  • Development of effective relationships with The Crown Estate, where the role is the main point of contact, to ensure delivery of contractual commitments.
  • Establish strong relationships with all major stakeholders including Regulators, Planning Authorities, Governments, Consultees, Communities, sub consultants and suppliers.
  • Strategic lead of all regional and local stakeholder engagement required to successfully develop and construct offshore windfarms. Strategic lead for national stakeholder engagement where appropriate.

What You’ll Bring

We are seeking an individual with a demonstrable track record in delivering and managing large-scale offshore wind development consents, as well as overseeing the discharge and ongoing maintenance of consent obligations across major construction and operational windfarms. You will possess a professional qualification relevant to development disciplines, with additional business qualifications—such as an MBA or MSc in Project Management—considered advantageous.

You will have significant senior management experience within project or development management settings, ideally gained in a commercially oriented renewables business encompassing both onshore and offshore project development. Your technical and commercial understanding of large-scale energy and engineering projects within the UK and Ireland will be essential.

The successful candidate will demonstrate established external networks and contacts at senior Director level across the energy industry, as well as within environmental and planning authorities. You will bring exceptional coaching and mentoring skills, supporting staff to achieve results, and possess robust relationship management capabilities, confidently operating at senior management level to set expectations and effectively manage them.

A thorough understanding of government development goals, objectives, and policy frameworks in both the UK and Ireland is vital. You will exhibit strong influencing, negotiating, and communication skills, coupled with proactive planning abilities that enable you to anticipate and resolve emerging issues. Experience in financial planning and analysis, innovation, creative thinking, and a high capacity for change—particularly in leading others through organisational transformation—is essential.

You must be able to deliver results under tight deadlines and within highly pressurised environments, demonstrating the ability to manage and develop employees across a diverse range of business locations. Finally, a collaborative approach and the ability to foster strong working relationships with partner companies are fundamental to success in this role.
