Our Strategic Projects team delivers critical transmission infrastructure that supports the UK’s net zero ambitions. We’re now looking for a Construction Manager – Development to join our Strategic Projects business. This is a key role acting as the Client Representative during the development phase, ensuring construction activities are planned, managed, and delivered safely, efficiently, and in line with regulatory requirements.

What you’ll be doing

  • Provide construction input during development, identifying constraints and ensuring all works are captured in the System Construction Authorisation (SCA) and Project Delivery Strategy (PDS) with robust sequencing.
  • Review CDM role appointments, development programmes, and construction strategies to ensure compliance, accuracy, and buildability.
  • Lead construction risk management, including identification, mitigation, and lessons learned.
  • Support planning, consenting, and EIA processes, including construction methodologies and site requirements.
  • Prepare pre-construction information and support EPC procurement activities.
  • Ensure Principal Contractors meet CDM duties, reviewing RAMS, site programmes, and driving high safety performance.
  • Monitor site progress, contractor performance, and programme delivery, escalating risks, delays, and opportunities.
  • Facilitate site safety walks, coordination and progress meetings, and maintain site records/logs.
  • Act as Client Representative / Employer’s Supervisor (NEC), issuing instructions and supporting change control procedures.
  • Support quality assurance, team development, and delivery of OFGEM sustainability and biodiversity targets.

What you’ll bring

  • HNC/HND (or equivalent experience) in an engineering or construction discipline.
  • Significant experience in transmission construction projects, with a strong background in overhead lines (OHL) preferred, alongside substation works.
  • Strong knowledge of CDM 2015, Health & Safety legislation, and industry best practice, including GS6, HSG47, and Temporary Works.
  • Experience working within contractor environments and with NEC3/NEC4 (and awareness of FIDIC) contracts.
  • Broad construction expertise across foundations, steel structures, OHL works, HV equipment, cabling systems, and fibre installations, including RAMS, ITPs, QA, and As Built/H&S documentation.
  • Proven leadership, planning, and project delivery capability, managing risk across scope, time, cost, quality, and safety.
  • Strong communication, negotiation, and stakeholder management skills, with the ability to influence and collaborate across teams.
  • Experience in site management and monitoring, delivering projects to deadlines in complex environments.
  • Ability to interpret technical drawings (civil, structural, electrical) and oversee inspection and testing regimes.
  • Proficient in Microsoft Office (Excel, Project, PowerPoint, Word) and digital collaboration tools (e.g. Teams).
  • Proactive, flexible approach with the ability to work autonomously while maintaining strong working relationships.

Minimum requirements:

  • SMSTS / NEBOSH / IOSH or SSSTS.
  • Full UK driving licence.
  • Formal training in H&S, CDM, risk assessments, and environmental management.
