Contract Duration: 3+ Months

Working Hours: 35 Hours Per Week

Pay Rate: £226.17 per day

Job Responsibilities:

  • Carry out operational diagnostics to understand how services currently function.
  • Analyse financial, workforce, demand, and performance data to identify trends and issues.
  • Map current processes and workflows, highlighting inefficiencies, duplication, and improvement opportunities.
  • Support the development of evidence-based transformation options and business cases.
  • Produce clear documentation including reports, briefing papers, and data analysis packs.
  • Track and assess benefits realisation, including monitoring delivery of expected savings.
  • Engage with internal stakeholders to build an accurate understanding of service delivery.
  • Work collaboratively with Finance, Digital, PMO, HR, and Organisational Development teams.
  • Lead end-to-end service reviews, from scoping through to recommendations.
  • Develop costed transformation options, including risks, benefits, and delivery timelines.
  • Provide analytical support for options appraisal, benchmarking, and modelling.
  • Maintain accurate records of data sources, assumptions, and findings.
  • Provide regular updates and escape risks, issues, and dependencies where required.
  • Contribute to governance processes, including reports and board papers.
  • Support and mentor junior analysts where applicable.
  • Ensure all work aligns with the Council's 'Understand - Redesign - Embed' approach.

Person Specification:

Must-Have Requirements:

  • Previous experience working within a local authority or public sector environment.
  • Proven experience in operational analysis, service review, or business improvement.
  • Strong analytical skills, particularly with financial, workforce, and demand data.
  • Ability to produce clear, structured written outputs and reports.
  • Experience working in complex organisational environments.
  • Strong stakeholder engagement and communication skills.
  • Proactive, detail-focused approach to problem solving and analysis.
  • Eligible to work in the UK.
  • Willingness to sign a confidentiality agreement.

Nice-to-Have Requirements:

  • Knowledge of Lean, systems thinking, or service redesign methodologies.
  • Experience with benefits tracking and realisation frameworks.
  • Understanding of local government structures, funding models, or GLPC frameworks.
  • Experience supporting large-scale transformation or recovery programmes.
