Contract duration: 6+ Months
Working Hours: 37 hours per week - 2 days in the office

Job Responsibilities

  • Lead and coordinate the Council's revenue, capital and treasury accounting functions.
  • Coordinate the annual Final Accounts and Statement of Accounts process.
  • Prepare consolidated year-end accounts and manage balance sheet reconciliations through to trial balance.
  • Coordinate the corporate budget preparation, monitoring and year-end closure processes.
  • Provide technical advice on Local Government accounting standards, legislation and best practice.
  • Ensure compliance with CIPFA codes, statutory requirements and relevant accounting standards.
  • Manage and maintain the Council's integrated ledger systems, including reconciliations and financial reporting.
  • Oversee VAT and CIS advice and statutory returns.
  • Manage control account monitoring, reconciliations and other corporate accounting functions.
  • Coordinate and monitor the capital programme and capital accounts, including year-end closure.
  • Supervise the Council's Treasury Management, borrowing and investment activities.
  • Manage Council loan debt, investments and banking arrangements in line with the approved Treasury Management Strategy.
  • Prepare the annual Treasury Management Strategy and Capital Strategy.
  • Monitor and report on prudential indicators in line with the CIPFA Prudential Code.
  • Oversee monthly bank reconciliations and petty cash arrangements.
  • Coordinate statutory financial returns and submissions to relevant government bodies.
  • Provide financial advice and guidance to finance staff, budget holders and senior managers.
  • Liaise with internal/external auditors, Treasury Management advisers, banks and other external organisations.
  • Lead, manage and develop a team of up to 15 staff, including recruitment, performance management, training and allocation of workloads.
  • Ensure financial information, records and systems are accurate, secure and compliant.

Person Specification

  • Accountancy qualification or equivalent - essential.
  • CCAB-recognised accountancy qualification is desirable.
  • Extensive experience of Local Authority accounting.
  • Detailed knowledge of Local Government accounting standards, legislation and statutory requirements.
  • Strong knowledge of CIPFA Code of Practice, Service Reporting Code, Prudential Code and Treasury Management Code.
  • Experience preparing Local Authority statutory accounts and Statements of Accounts.
  • Strong knowledge of financial ledger systems and their administration.
  • Knowledge of taxation, including VAT and CIS, within a Local Government environment.
  • Experience of budget preparation, monitoring, capital accounting and year-end closure.
  • Strong understanding of Treasury Management, borrowing, investments and banking.
  • Experience managing, motivating and developing a finance team.
  • Excellent spreadsheet, data analysis and Microsoft Office skills.
  • Strong numerical, analytical and problem-solving abilities.
  • Excellent written and verbal communication skills, with the ability to explain technical financial matters clearly.
  • Ability to interpret and advise on changes to legislation, accounting standards and codes of practice.
  • Highly organised, methodical and able to meet tight deadlines.
  • Ability to work independently and effectively as part of a team.
  • Flexible and creative approach to solving complex financial issues.
  • Welsh language skills are desirable.
  • Must be eligible to work in the UK and provide the required 2 years' references/work history and Criminal Convictions Declaration.
