About the Role

Our client is seeking an experienced and highly capable Revenues and Benefits Manager (Local Taxation Lead) to provide interim cover for a vacant Revenues Manager post following the retirement of the substantive postholder. This is an interim appointment responsible for maintaining the delivery of statutory local taxation services, including Council Tax and Business Rates (NNDR). The role requires a high level of specialist knowledge, operational leadership experience, and the ability to ensure continuity of service during a period of change.

Key Responsibilities

  • Lead and manage our client’s Local Taxation service, ensuring continuity, performance, and service stability
  • Oversee Council Tax, NNDR, and BID billing, collection, enforcement, and recovery
  • Manage annual billing cycles and year-end processes across all taxation streams
  • Ensure delivery of statutory Government returns including NNDR1, NNDR3, CTB1 and related submissions
  • Maintain compliance with legislation and implement any regulatory or policy changes
  • Represent our client at Magistrates’ Court for liability order applications
  • Manage debt recovery strategies, balancing enforcement activity with vulnerability considerations
  • Oversee discretionary and mandatory relief schemes to support financial inclusion
  • Maintain service performance during a period of review and organisational transition
  • Provide expert advice to senior leadership, including Section 151 Officer level stakeholders

About You

  • Significant experience in Revenues, Council Tax, NNDR, or Local Taxation services
  • Strong technical knowledge of local taxation legislation and enforcement processes
  • Proven leadership experience within a local authority Revenues environment
  • Experience managing statutory reporting and complex operational delivery
  • Ability to maintain service stability during organisational change
  • Strong analytical, communication, and decision-making skills
  • Confidence working in a political and stakeholder-driven environment
