Job Responsibilities
- Act as a finance business partner to the Children and Young People service, providing expert financial advice and strategic support to service managers and senior stakeholders.
- Lead on financial planning, budgeting, forecasting, and medium-term financial strategy for the assigned service area.
- Produce accurate and timely financial reports, including monthly monitoring reports, variance analysis, and commentary for management and committee reporting.
- Support the preparation of annual budgets and ensure alignment with organisational priorities and statutory requirements.
- Provide financial insight to support decision-making, service transformation, and cost-saving initiatives within the service area.
- Monitor and challenge expenditure and income trends, identifying risks, opportunities, and corrective actions where required.
- Work closely with operational managers to ensure understanding of financial performance and promote financial accountability.
- Support year-end processes, including final accounts preparation and audit requirements.
- Contribute to the development and improvement of financial systems, processes, and reporting tools.
- Ensure compliance with relevant financial regulations, council policies, and governance frameworks.
Person Specification
- Qualified accountant (e.g., CCAB/CIMA) or equivalent relevant professional experience.
- Strong experience in financial management, budgeting, forecasting, and business partnering within a public sector or complex organisation.
- Proven ability to interpret and present complex financial information clearly to non-financial stakeholders.
- Strong analytical skills with the ability to identify financial risks, trends, and opportunities.
- Experience supporting service areas with financial planning and performance management.
- Good understanding of local government finance or similar public sector financial frameworks (desirable).
- Excellent communication and interpersonal skills, with the ability to influence and challenge constructively.
- Strong IT skills, particularly in Excel and financial management systems.
- Ability to work independently, manage competing priorities, and meet tight deadlines.
- Strong attention to detail with a commitment to accuracy and compliance.
