Join I & H Brown as a Pre-Construction Manager and play a pivotal role in securing and shaping the future success of our business. Reporting directly to the Bid Director, you will lead and support a wide range of pre-construction and estimating activities, making a critical contribution to the development and submission of high-quality, competitive tender bids. Working collaboratively with internal teams, clients, designers, and supply chain partners, you will help develop robust, safe, and commercially viable solutions while ensuring all activities are delivered in line with our Safety, Health, Environmental, and Quality (SHEQ) standards and values.

Key Responsibilities:
  • Review and evaluate tender opportunities and PQQ submissions, ensuring a clear understanding of project requirements, scope, risks, and client expectations.
  • Plan, coordinate, and allocate tender-related activities across the bid team, ensuring adequate resources are available and submission deadlines are achieved.
  • Oversee and contribute to the preparation of tender submissions, including technical responses, methodologies, planning, programming, and supporting documentation.
  • Develop and support tender presentations and attend client interviews where required.
  • Attend tender settlement meetings, site visits, mid-tender interviews, and post-tender discussions as necessary.
  • Act as the primary technical point of contact with clients and stakeholders throughout the tender process.
  • Prepare programme narratives and construction methodologies aligned with proposed delivery programmes.
  • Coordinate design activities during the tender phase and support project teams with design development during construction where required.
  • Manage and monitor the production of drawings, technical responses, and associated documentation to ensure quality, consistency, and compliance with client requirements.
  • Coordinate and manage external designers to produce efficient, cost-effective tender designs and fee proposals.
  • Assist in resolving technical queries throughout the tender process.
  • Support the preparation of bills of quantities and tender drawings when required.
  • Identify opportunities for value engineering, improved buildability, innovation, and cost efficiencies during tender development.
  • Identify, assess, and communicate project risks and opportunities, ensuring these are appropriately considered within tender submissions.
  • Maintain an awareness of estimating processes, market rates, and construction methodologies to support competitive tendering.
  • Ensure tender submissions comply with company quality assurance procedures and standards.
  • Maintain accurate and auditable tender records, both electronically and in hard copy where required.
  • Participate in successful tender handover meetings to operational delivery teams.
  • Promote compliance with company Safety, Health, Environmental and Quality (SHEQ) procedures and standards.
  • Attend training and development activities as required.
  • Undertake any other duties commensurate with the role and business needs.
Skills, Knowledge, and Experience:
  • Experience within a pre-construction, bid management, estimating, engineering, or project management role within the civil engineering, infrastructure, or construction sector.
  • Strong understanding of the tendering and bid submission process.
  • Ability to interpret technical drawings, specifications, and contract documentation.
  • Experience of construction planning, programming, and methodology development.
  • Knowledge of design coordination and management processes.
  • Strong project management and organisational skills with the ability to manage multiple tender submissions simultaneously.
  • Excellent written communication skills with experience producing technical submissions and client-facing documentation.
  • Strong stakeholder management skills and the ability to build effective relationships with clients, designers, supply chain partners, and internal teams.
  • Ability to identify project risks, opportunities, and value engineering solutions.
  • Good understanding of Quality Assurance processes and SHEQ requirements within the construction industry.
  • Proficient in Microsoft Office applications, particularly Word, Excel, PowerPoint, and Project.
  • Degree, HNC/HND, or equivalent qualification in Civil Engineering, Construction Management, or a related discipline.
  • Experience working on infrastructure, utilities, energy, or civil engineering projects.
  • Knowledge of NEC contracts and procurement routes.
  • Experience supporting or leading multidisciplinary bid teams.
  • Membership of a relevant professional institution.
