An exciting opportunity has arisen for a Senior Decision Support Analyst to join our Value, Business Intelligence and Costing team and lead on the development of business intelligence tools which will provide insights into how Hywel Dda University Health Board healthcare delivery varies from other healthcare providers to support the Health Board's Value agenda, highlighting opportunities for the Health Board and the development of the Health Board's efficiency programme.

The post holder will advise and assist the Head of Value & Intelligence, Strategic Business Partner, the Assistant Director of Finance and other senior operational managers in the development and delivery of financial performance and business intelligence, ensuring provision of a modernised, patient focused service to the health board by providing innovative, pro-active advice and support to the organisation on financial performance and business intelligence.

Main duties of the job:

  • Will provide leadership, co-ordination and challenge as part of benchmarking exercises and value project planning, assessment and delivery.
  • Will provide leadership and support to the Value Based Healthcare team whilst using Time Driven Activity Based Costing methodology in the assessment of Value Based Health Care projects.
  • The post holder will develop and utilise key financial performance indicators, specifically focusing upon financial implications of changes in service provision and reporting performance improvement to relevant managers and corporate boards.
  • The postholder will support a clinical care group or corporate directorates in developing their services in line with the principles of value based healthcare, drawing upon business information that is available through All Wales information such as VAULT, Bevan Exemplars, and through reviewing best practice by healthcare providers across the UK and further afield, that present opportunities for the Health Board.
  • The post holder will also need to acquire or develop other data sources to support these, including both the input from and output to, other clinical and data management systems across the Health Board.
  • An important aspect of the role is the ability to effectively communicate complex information to clinical and operational colleagues to empower them to make decisions in improving healthcare provision.

Hywel Dda University Health Board plans and provides NHS healthcare services for people living in Carmarthenshire, Ceredigion, Pembrokeshire, and bordering counties. We have over 13,000 staff and together we provide primary, community, in-hospital, mental health and learning disabilities services. We work in partnership with the three local authorities, as well as public, private and third sector colleagues, including our valued team of volunteers.

Our services are provided in four main hospitals: Bronglais Hospital in Aberystwyth; Glangwili Hospital in Carmarthen; Prince Philip Hospital in Llanelli; and Withybush Hospital in Haverfordwest. Five community hospitals: Amman Valley and Llandovery hospitals in Carmarthenshire; Tregaron Hospital in Ceredigion; and Tenby and South Pembrokeshire hospitals in Pembrokeshire. Two integrated care centres: Aberaeron and Cardigan in Ceredigion, and several other community settings.

Job responsibilities:

  • The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.
  • The ideal candidate will have the ability to interpret and explain financial concepts and information to non-financial managers.
  • Excellent communication and IT skills (including Microsoft Excel and PowerPoint) are also essential.
  • Critical to the role is the ability to develop trusted relationships with key stakeholders, with the ability to challenge and influence others and seen as a trusted advisor.
  • The post holder will also ensure processes are efficient, effective and consistent across all areas they are responsible for, fostering a culture of continuous improvement.
  • You will be someone who demonstrates initiative and wants to be part of a finance team that aims for innovation and excellence.

Please also note that we expect to continue with agile working, with a notional 50:50 split between working in the office and working from home, subject to change and service demand.

This post is advertised as a Band 7 and ideally candidates for this role will be fully CCAB or CIMA qualified. However, applicants who do not currently hold the full qualification for the Band 7 role are encouraged to apply, and if successful, will need to attain the qualification and professional registration within 12 months and will be appointed under the All Wales Annex 21 rules.

If successful, they will be appointed under Annex 21 rules, whereby 75% of the top of Band 7 will be payable in the first year. They will be supported by a development plan. Following successful attainment of the CCAB or CIMA qualification and professional registration the post holder will then be paid at Band 7 (minimum point on the scale). Support and supervision will be provided in order to develop the successful applicant to the Band 7 role. Failure to achieve the qualification and required competencies in the designated timeframe could result in re-deployment.

As part of the Annex 21 process, there is no financial penalty to those who apply for this role where the percentage will cause a reduction in pay, subsequently a local protection would be put in place until the pay has caught up.

Situated in south-west Wales, the Health Board has a budget of over £1.4 billion with four district general hospitals, other acute and community hospitals, a network of health centres, clinics, community health team bases and mental health units across three counties.

Experience:

  • Experience in a complex organisation.
  • Experience of working with Managers and Senior Clinical Leads.

  • Experience in delivering within challenging financial situations, including financial turnaround.
  • Demonstrable track record of career advancement and achievement.
  • Experience of communicating, in writing and verbally, within a highly politically sensitive environment.
  • Commercially astute, able to manage the day to day business challenges while not losing sight of long term strategic goals.
  • Significant experience of financial risk management.
  • Experience in assisting with the delivery of organisational and service change.
