Hywel Dda University Health Board is seeking to appoint 2x Band 7 Deprivation of Liberty Safeguards (DoLS) Senior Practitioner / Team Leaders to provide strategic leadership and operational management of the DoLS service across the Hywel Dda Health Board. The post holder will lead and coordinate the DoLS assessment and authorisation process on behalf of the Supervisory Body, ensuring compliance with the Mental Capacity Act (MCA) and DoLS legislation, and providing assurance to internal and external stakeholders.

These senior roles involve professional leadership of Best Interests Assessors, oversight of quality, timeliness and statutory compliance, acting as a DoLS signatory, and driving service improvement aligned to safeguarding and governance requirements. The successful candidates will be experienced practitioners with in-depth knowledge of MCA/DoLS, strong leadership and communication skills, and the ability to work confidently across complex health and social care systems to protect adults' rights and promote least restrictive practice.

Main duties of the job

  • Manage the Deprivation of Liberty Safeguards (DoLS) assessment and authorisation process on behalf of the Supervisory Body of the Hywel Dda University Health Board (HDUHB) to fulfil its statutory duties in relation to the DoLS.
  • Provide high level support, leadership and professional management for the DoLS delivery across the Health Board.
  • Lead on the implementation of DoLS legislation across the Health Board, providing assurance to external agencies such as HIW & CIW.
  • Act as a DoLS Signatory on behalf of the Supervisory Body.

The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

We have over 13,000 staff and together we provide primary, community, in-hospital, mental health and learning disabilities services. We work in partnership with the three local authorities, as well as public, private and third sector colleagues, including our valued team of volunteers.

  • Five community hospitals: Amman Valley and Llandovery hospitals in Carmarthenshire; Tregaron Hospital in Ceredigion; and Tenby and South Pembrokeshire hospitals in Pembrokeshire.
  • Two integrated care centres: Aberaeron and Cardigan in Ceredigion, and several other community settings.
  • 47 general practices (six of which are health board managed practices); dental practices (including four orthodontic); 99 community pharmacies; 43 general ophthalmic practices; and 8 ophthalmic domiciliary providers.
  • Numerous mental health and learning disabilities services.

Person Specification

Qualifications and Knowledge

  • Degree/studying for a degree in appropriate area of clinical practice or evidence to support experience of working at an equivalent level.
  • Educated to Master's Degree level or evidence of working towards this, with experience equivalent to this level.
  • Understanding of the independent care sector.
  • Specialist knowledge of health, mental health and social care in relation to WG policy. Providing specialist advice to partner organisations and colleagues.
  • Accredited BIA.
  • Evidence of professional development & lifelong learning.
  • Management Qualification.

Experience

  • Expert knowledge of DoLS and the Mental Capacity Act.
  • Significant post registration experience with management experience.
  • Experience of multi-agency procedure and policies.
  • Experience of interagency working.
  • Specialist knowledge and experience of making professional judgments.
  • Experience of DoLS within a hospital environment.
  • Experience in the management of DoLS.

  • Ability to travel to meet community component of post.
  • Flexible approach to service needs.
  • Welsh Speaker (Level 1).
