About the Opportunity

Hyperion Partners are proud to be working in partnership with the Church of England Pensions Board (CEPB) to appoint three Planned Maintenance Surveyors as part of a newly established and expanding investment team. These are hands-on, delivery-focused roles offering real ownership of regional programmes and budgets. You’ll play a central role in improving and future-proofing retirement housing, ensuring homes remain safe, compliant, energy-efficient and fit for the people who live in them.

About CEPB

The Church of England Pensions Board is a statutory charitable body responsible for providing pensions and housing for retired clergy and their dependants. The Housing Department manages a diverse portfolio of approximately 1,200 homes, including general needs rental housing and Community Living schemes, located across England (with a small number in Wales). CEPB is investing significantly in planned maintenance, energy efficiency, and fabric-first improvements, aligned to Decent Homes, EPC C and Net Zero ambitions. The Role

As a Planned Maintenance Surveyor, you will be the lead surveyor for your allocated region, taking ownership of planned maintenance projects from initial survey through to completion. Working as part of a small, high-impact team delivering around £8m of planned works annually, you will ensure programmes are delivered on time, within budget, and to a high technical standard.

Key responsibilities include:

  • Surveying homes and developing forward planned maintenance programmes
  • Writing clear, practical specifications and scopes of works
  • Procuring and managing contractors and professional consultants
  • Inspecting works on site, managing defects, and signing off quality
  • Delivering planned works in occupied housing, working directly with residents
  • Managing budgets, forecasts, and programme reporting
  • Supporting energy efficiency, fabric-first improvements, and Net Zero works
  • Delivering major works across Community Living schemes, including M&E upgrades
  • Retaining accountability for outcomes, whether projects are delivered directly or via external contract administrators

This is a regional role with frequent site visits and occasional overnight stays. Attendance at the Westminster office is typically required around once per month for team meetings and collaboration.

About You

We’re keen to speak with surveyors who understand how planned maintenance really works in occupied housing and who take pride in delivery, quality, and resident experience. You will ideally have:

  • Proven experience delivering planned maintenance works in occupied residential housing
  • Strong technical knowledge of residential construction and maintenance
  • Confidence managing contractors, consultants, and on-site quality
  • A solid understanding of budgets, programmes, and housing compliance
  • Clear, calm communication skills when working with residents and stakeholders
  • A relevant construction qualification (HND, degree, or equivalent experience)
  • Strong IT skills and comfort working with housing and asset data
  • A full UK driving licence
  • Desirable (but not essential):
  • RICS, CIOB or similar professional qualification
  • Experience using NHF or other Schedule of Rates contracts
  • Knowledge of retirement, supported, or community living housing
  • Some understanding of residential M&E and CDM Regulations
