Technical Facilities Manager - Blackburn

An exciting opportunity has arisen for an experienced Technical Facilities Manager, Facilities Manager, Hard Services Manager, Building Services Manager or Engineering Supervisor to join a leading Facilities Management provider on a prestigious client account in Blackburn.

This is a site-based Facilities Management role overseeing a modern commercial facility of approximately 55,000 sq ft. The successful candidate will take full responsibility for service delivery, compliance, contractor management and client relationships while maintaining a strong technical understanding of building services.

The position would suit a Facilities Supervisor, Lead Engineer, Electrical Supervisor, Maintenance Supervisor or Engineering Team Leader looking to progress into a Facilities Management role.

The Role

As Technical Facilities Manager, you will act as the primary point of contact for both the client and service providers, ensuring the safe, compliant and efficient operation of the site.

You will oversee all hard FM services, cleaning and security contracts while ensuring excellent customer service and operational performance across the facility.

Although predominantly management focused, the role requires a technically capable individual who can support with basic maintenance activities, understand building services systems and provide technical guidance when required.

Key Responsibilities

  • Manage the day-to-day delivery of Facilities Management services

  • Ensure compliance with all statutory, health & safety and contractual requirements

  • Manage planned preventative maintenance (PPM) and reactive maintenance activities

  • Monitor contractor performance and service level agreements

  • Build and maintain strong client relationships

  • Conduct regular site inspections and audits

  • Produce reports and attend client review meetings

  • Manage site compliance documentation and records

  • Supervise the on-site Facilities Coordinator

  • Coordinate specialist contractors and service providers

  • Drive continuous improvement initiatives across the site

  • Ensure all maintenance activities are completed safely and efficiently

Technical Responsibilities

The successful candidate will possess a strong understanding of building services and be comfortable supporting with:

  • Emergency lighting inspections and testing

  • Water hygiene and flushing regimes

  • Basic mechanical and electrical fault identification

  • Valve isolations and plant shutdown procedures

  • Minor fabric maintenance activities

  • Compliance inspections and site audits

  • Contractor supervision and permit control

Candidate Requirements

To be considered for this opportunity, candidates should have experience in one or more of the following positions:

  • Maintenance Supervisor

  • Facilities Supervisor

Applicants should also demonstrate:

  • Strong knowledge of Facilities Management and Building Services

  • Electrical maintenance background preferred

  • Experience managing contractors and subcontractors

  • Client-facing experience and stakeholder management skills

  • Knowledge of statutory compliance and health & safety legislation

  • Excellent communication and organisational abilities

  • Ability to work independently and take ownership of site operations

  • Experience within commercial buildings, corporate offices, manufacturing facilities or similar environments
