Dudley Council is seeking a knowledgeable and motivated Tenancy Development Officer to join our Private Sector Housing Team.
This is an exciting opportunity to work at the forefront of tenancy relations, housing advice and enforcement within the private rented sector.
The successful candidate will play a key role in supporting tenants, landlords and residents across the borough, helping to resolve complex housing issues, tackle poor housing practices and improve standards of housing management.
The role will also support the Council in delivering new statutory responsibilities arising from the Renters' Rights Act 2025, ensuring residents receive effective advice, support and protection.
As a Tenancy Development Officer, you will provide advice and assistance on a wide range of tenancy-related matters, including:
- Illegal eviction and harassment.
- Landlord and tenant disputes.
- Property disrepair and housing standards.
- Tenancy sustainment and homelessness prevention.
- Housing law and tenancy rights.
- Enforcement action, civil penalties and legal proceedings where appropriate.
You will undertake investigations, gather and assess evidence, prepare reports and legal documentation, and support enforcement action to ensure compliance with housing legislation.
The role includes representing the Council at court, tribunals and other hearings where required.
Working closely with tenants, landlords, legal services, the Police, Homelessness Services and a range of partner organisations, you will help deliver positive outcomes for residents while contributing to the development of a fair, safe and well-managed private rented sector.
We are looking for an individual who
- Has experience working within a housing-related, regulatory or enforcement environment.
- Has knowledge of landlord and tenant law and the issues affecting the private rented sector.
- Has experience providing housing advice and resolving tenancy disputes.
- Can investigate complaints, analyse evidence and manage complex casework.
- Has excellent communication, negotiation, relationship‑building abilities, and problem-solving skills.
- Is confident working with a range of stakeholders and partner agencies.
- Can prepare professional reports, correspondence and legal documentation such as evidence for court proceedings.
- Is committed to providing an excellent customer‑focused service.
- Is keen to develop expertise in tenancy relations, enforcement and emerging legislative changes affecting the private rented sector.
Due to the nature of the role, including investigative duties, work with vulnerable residents and attendance at court proceedings, this post is subject to a satisfactory DBS check.
