Summary
HII Mission Technologies is currently seeking a Space Domain Concept of Operations (CONOPS) Subject Matter Expert (SME) to support the Joint Staff J7 (JS J7) Joint Concepts, Doctrine, and Education (JCDE) Deputy Directorate’s Futures and Concepts Division (FCD) in Suffolk, Virginia. The Space Domain CONOPS SME will serve as an on-site SME providing space domain expertise in support of the development of strategic and operational level concepts and CONOPS for the Joint Force of the future.
What You Will Do
- Serve as a key member of a multi-disciplinary team of operational military subject matter experts and operations research analysts focused on future Joint Force CONOPS research and development.
- Apply deep knowledge of current and emerging operational requirements and capabilities across the Combatant Commands, Military Services, Joint Staff, and other warfighting organizations.
- Develop U.S. Joint Space Operations Concepts of Operations (CONOPS) and integrate emerging warfighting concepts into a joint, all domain operational framework.
- Provide subject matter expertise during analytical studies that inform senior level military decision making, contributing to CONOPS development, projected force structure design, and targeted technology insertion.
- Lead small teams or task areas in support of broader program objectives.
- Travel as required to support FCD priorities.
What You Must Have
- 15 years relevant experience with Bachelors in related field; 13 years relevant experience with Masters in related field; 10 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 19 years relevant experience.
- A minimum of 10 years of current space domain CONOPS execution and/or development experience.
- Recent military experience as a senior space warfare officer.
- Strong background in Joint all domain operations, with specific expertise in the space domain.
- Proven experience developing threat informed Joint Concepts, Concepts of Operations (CONOPS), and Concepts of Employment (CONEMPs) to address joint warfighting challenges in the space domain.
- Expertise in conducting detailed analysis of advanced space and counter space threats to inform modernization priorities and strategic investment decisions.
- Ability to lead and support analytic activities—including wargames, tabletop exercises, and structured assessments—to evaluate operational approaches for space and multi domain operations.
- Demonstrated experience conducting comprehensive portfolio assessments across space control, space situational awareness, satellite communications, and related mission areas to identify critical capability gaps.
- Skilled in applying fleet and joint operations expertise to support concept development addressing integration of space based capabilities with terrestrial and non-terrestrial systems.
- Experience producing decision ready analyses, operational risk assessments, and resourcing recommendations for senior (Flag Officer/SES) leaders on space related readiness, modernization, and programmatic decisions.
- Familiarity with the Joint Force Requirements Process (JFRP, formerly JCIDS) and the Program Objective Memorandum (POM) process to advocate for future space capabilities.
- Ability to adapt quickly to new organizational structures, technologies, and employment concepts supporting planning and CONOPS development.
- Excellent project management skills and/or proficiency with the Joint Operational Planning Process (JOPP).
- Ability to think creatively and operate effectively within a high performing team.
- Ability to collaborate with government and contractor stakeholders to clarify objectives, identify challenges, and develop effective solutions.
- Excellent oral and written communication skills.
- Ability to work in secure, confined facilities as required.
- Experience supporting analytical studies of military operations.
- Active TS/SCI clearance and eligibility for Special Access Program (SAP) access.
Preferred Requirements
- Military Joint Qualified Officer (JQO) designation.
- Graduate of SAMS, SAAS, SAWS, MAWS, JAWS, or an equivalent advanced military education program.
Physical Requirements
May require working in an office, industrial, shipboard, or laboratory environment. Capable of climbing ladders and tolerating confined spaces and extreme temperature variances.
