About the Role

As an Implementation Officer, you will lead on the administration and monitoring of developer contributions, with a particular focus on the Community Infrastructure Levy (CIL).

  • Manage CIL cases, maintain accurate records, issue notices and invoices, monitor payments and ensure compliance with relevant legislation and procedures.
  • Work closely with colleagues across Planning, Finance, Legal Services and other council teams to monitor Section 106 agreements, provide advice to developers, agents and residents, and support the collection and reporting of infrastructure funding.
  • Contribute to the production of the Council’s annual Infrastructure Funding Statement and help ensure funding is effectively managed to support local communities and future development.

This is a varied role that combines technical administration, financial monitoring and stakeholder engagement, offering the opportunity to develop specialist expertise within a supportive and collaborative team.

Qualifications

  • Experience in a regulatory, administrative or finance‑related environment and confidence working with detailed information and established processes.
  • Highly organised, methodical and able to manage your workload effectively while maintaining a high level of accuracy.
  • A degree, or equivalent relevant experience, is essential.
  • Strong communicator with the ability to explain complex information clearly and build positive relationships with a wide range of stakeholders.
  • Excellent customer service skills, attention to detail and a proactive approach to problem solving.
  • Knowledge of planning processes, developer contributions or Community Infrastructure Levy regulations would be advantageous, but willingness to learn, adaptability and commitment to delivering excellent public services are also important.
